- Issued By: National Cancer Institute (NCI), Office of Acquisitions (OA) http://www.nci.nih.gov or http://rcb.cancer.gov/rcb-internet/ Key Dates: Capability Statement Due Date: April 16, 2010 General Information: This Sources Sought Notice (SS) is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the National Cancer Institute (NCI). Purpose: The purpose of this Sources Sought Notice is to identify qualified small business concerns including 8(a), HUBZone or Service-Disabled Veteran-owned business concerns that are interested in and capable of performing the work described herein. The NCI does not intend to award a contract on the basis of responses received nor otherwise pay for the preparation of any information submitted. As a result of this Sources Sought Notice, the NCI may issue a Request for Quotation (RFQ). THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. However, should such a requirement materialize, no basis for claims against NCI shall arise as a result of a response to this Sources Sought Notice or the NCI’s use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement. Background: The purpose of this contract is to provide services to the NCI that include recommendations and guidance and information on improvements and adaptations of the logic of the Interactive Radioepidemiological Program (IREP) developed by the Radiation Epidemiology Branch (REB) in response to a Congressional mandate to update the 1985 NIH Radioepidemiological Tables used for adjudicating claims against the government for cancers possibly related to occupational exposures to radiation, and updating of former studies of radiation-related cancer. The Contractor shall support REB Program Activities with analysis, recommendations and guidance on several studies, including but not limited to 1) study of fallout-related radiation dose and thyroid nodule prevalence in Kazakhstan; 2) apply IREP logic to new population and exposure scenarios; and 3) study of radiation doses to populations in New Mexico affected by fallout from the Trinity atomic bomb test of 1945. The contractor shall provide technical reports related to specific aspects of the studies and shall also provide quarterly reports that include summary description of the work done during the previous quarter. Description of Information to be included in the Capability Statement: Objective: Specifically, the contractor/individual shall be expected to provide program development, building on past successes. The work to be performed covers a large variety of tasks, including: Task 1: Fallout-related radiation dose and thyroid nodule prevalence in Kazakhstan • Provide details of previous risk projection (Land et al. 2008). The contractor shall provide a new dose-response analysis using new dosimetric data obtained in the past 2 years, including uncertainties and correlations between different components of dose. Task 2: Breast cancer case-control study of serum hormones and radiation dose • Provide recommendations and guidance to NCI and review manuscripts resulting from an NCI collaboration with scientists at the Radiation Effects Research Foundation in Hiroshima and Nagasaki, Japan. • Provide recommendations and guidance to NCI concerning preparation of one or more manuscripts for publication in scientific peer-reviewed journals on radiation-related breast cancer risk as a function of age, reproductive history, and other possible explanatory variables. Task 3: China IREP and lifetime projections using NCI RadRisk • Provide the analytic tool and data to a Chinese visiting Pre-doctoral Fellow who will provide a Chinese language user interface by translating the present interface into Chinese. Task 4. Brazilian Goiana Cohort • Provide recommendations on the analysis and interpretation of data for the Brazilian cohort of persons exposed to cesium 137, and provide guidance with manuscript preparation. Task 5: Evaluation of Radiation Doses and Associated Risk Projections from the 1945 A-bomb Test at Alamagordo (Trinity) • Provide statistical recommendations and guidance to REB on radiation doses to populations in New Mexico affected by fallout from the Trinity atomic bomb test in July 1945. Contractor Requirements: The contractor shall posses: 1. A Ph.D. in epidemiology/statistics or 20 years experience in conducting and analyzing data from complex case-control, cohort, and cross-sectional studies involving exposure assessment and risk analyses in populations exposed to ionizing radiation. 2. A broad, up-to-date, and sophisticated understanding of all aspects of research in radioepidemiology and who have the deep understanding of research that comes from a long and successful career in research in many facets of radiation epidemiology statistics. with an expertise that extends to patient-based studies and the interpretation of clinical data. 3. Experience in the direction and management of large research programs and other personnel, development of their research programs and careers, analysis and development of operating budgets, development of research goals and creation and implementation of strategic plans to achieve these goals. 4. Experience developing epidemiologic tools for analyzing and interpreting epidemiologic data from case-control and cohort studies, and assessing their implications for radiation protection. 6. A thorough knowledge of federal reporting policies, requirements and regulations as well as a thorough knowledge and understanding of data collection and analysis. 7. The contractor shall be able to provide a single individual for the project as to maintain continuity. NAICS Code and Size Standard: In the event an RFP is issued, North American Industry Classification System (NAICS) code 541990 with a size standard of $7.0M is being considered. How to Submit a Response: 1. Page Limitations: Interested qualified small business organizations should submit a tailored capability statement for this requirement not to exceed 10 single sided pages including all attachments, resumes, charts, etc. (single spaced, 12 point font minimum) that clearly details the ability to perform the aspects of the notice described above. All proprietary information should be marked as such. Responses should include a minimum of a two page resume of the individual meeting the requirements, and up to six pages demonstrating experience over the past two years meeting the objective of this notice. Statements should also include an indication of current certified small business status; this indication should be clearly marked on the first page of your capability statement (preferable placed under the eligible small business concern’s name and address). Responses will be reviewed only by NIH personnel and will be held in a confidential manner. 2. Due Date: Capability statements are due no later than 11:00 a.m. EST on April 16, 2010. 3.
