- Synopsis Purchase, BLU-109/B and BLU-122/B Warhead Case Test Assets & Test Hardware Amendment to Synopsis posted on FedBizOps, 3 Nov 09 (revised 2 Dec 09) for Modified BLU-109/B and BLU-122/B Warhead Case Test Assets & Test Hardware The Air Armament Center, 808th Armament Systems Group, 685th Armament Systems Squadron posted a synopsis on FedBizOps, 3 Nov 09 (revised 2 Dec 09) stating a sole source award was contemplated for a purchase order to Rand Machine Products, Inc., 2072 Allen Street Extension, Falconer, NY, 14733 for Modified BLU-109/B and BLU-122/B Warhead Case Test Assets & Test Hardware. The quantities stated in the synopsis are as followed: Two (2) BLU-109 Warhead Cases are to be configured as BLU-109C/B Case Assemblies, Empty (200827956-010). Test hardware and BLU-109 Salt Fog Test Fixture Four (4) BLU-122 Warhead Cases are to be configured as BLU-122X/B Case Assembly, Empty (6X.750 Dia. Nose Holes) (X68509017-010) The amendment to the synopsis increases BLU-122 Warhead Cases by an additional ten (10); the revised quantity will state: Fourteen (14) BLU-122 Warhead Cases are to be configured as BLU-122X/B Case Assembly, Empty (6X.750 Dia. Nose Holes) (X68509017-010) The firm fixed price purchase order was awarded on 22 December 2009. A modification to the purchase order is contemplated with an anticipated award date of April 2010 for the procurement of ten (10) additional altered BLU-122/B warhead cases. It is estimated that the purchase order will not extend the current period of performance ending 21 December 2010. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. The clause at 5352.201-9101, Ombudsman, is applicable to this procurement. An Ombudsman has been appointed to address concerns of offerors or potential offerors. The Ombudsman does not diminish the authority of the program manager or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman, but rather to the points of contact identified below.
