- THIS IS NOT A REQUEST FOR PROPOSAL. The Naval Air Systems Command, Naval Air Warfare Center, Aircraft Division in Patuxent River Maryland has a requirement to provide full spectrum information technology (IT) engineering and management support services for AIR 5.4. Requirements include support for: Information Assurance (IA); High Performance Computing (HPC), Functional Area Manager (FAM) support; project initiation and governance; improvement and modernization (I&M); engineering and installation (E&I); operations and maintenance (O&M); information assurance; architecture design; integration of new technologies; acquisition of hardware/software/material, material management for connection to the RDT&E network/infrastructure, all connected LANs, and stand-alone networks - both secure and non-secure. Location of performance will be primarily on-site at the following locations: Naval Air Warfare Center Aircraft Division, Patuxent River, MD, approximately 30 full time employees; Naval Air Warfare Center, Weapons Divison, China Lake, CA, approximately 30 full time employees and Naval Air Warfare Center, Weapons Divison, Point Mugu, CA will have 1 full time employee. The NAICS code 541330 applies. There will be extensive travel to support RDT&E labs including but not limited to: Lakehurst, NJ, North Island, CA, Orlando and Jacksonville, FL. The Government contemplates a cost plus fixed fee 6 month bridge contract for continued support, while a follow-on competitive contract is being processed, and intends to negotiate on a sole source basis with The MIL Corporation, 4000 Mitchellville Road, Suite A210, Bowie MD 20716-3177 under the authority of FAR 6.301-1. THIS IS NOT A REQUEST FOR PROPOSAL. However, interested parties may submit a capability statement. All capability statements received in response to this notice must be received by 16 April 2010 and will be considered by the Government for the purpose of determining whether to initiate a competitive procurement. NOTE: DFARS 252-204-7004 Alt A "Required Central Contractor Registration" applies to all solicitations. Lack of registration in CCR database will make an offeror ineligible for award. If a competitive procurement is initiated, it will be made available electronically within the Seaport-e portal.
