Description
THE PROPOSED CONTRACT ACTION IS FOR SUPPLIES OR SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE UNDER THE AUTHORITY OF FAR 6.302. NOTICE OF INTENT TO NEGOTIATE A SOLE SOURCE CONTRACT TO MAX STOCKER A RAPPORTEURE. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS AND NO SOLICITATION PACKAGE IS AVAILABLE, HOWEVER, VENDORS THAT BELIEVE THEY CAN PROVIDE THE SAME LEVEL OF SERVICES THAT FULLY MEETS THE GOVERNMENTS REQUIREMENTS MAY SUBMIT SUBSTANTIATING DOCUMENTATION IN WRITING TO THE IDENTIFIED POINT OF CONTRACT WITHIN 15 DAYS AFTER PUBLICATION OF THIS SYNOPSIS, SUCH DOCUMENTATION WILL BE EVALUATED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER OR NOT TO CONDUCT THIS PROCUREMENT ON A COMPETITIVE BASIS. A DETERMINATION BY THE GOVERNMENT NOT TO CONDUCT A COMPETITIVE PROCUREMENT, BASED UPON RESPONSES TO THIS NOTICE, IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENTS. ORAL COMMUNICATIONS ARE NOT ACCEPTABLE IN RESPONSE TO THIS NOTICE. THIS IS A SIMPLIFIED ACQUSITION WITH AN ESTIMATED VALUE OF LESS THAN $100,000. THE NATIONAL MARINE FISHERIES SCIENTIFIC SERVICE CENTER ACQUISITION DIVISION REQUIRES THAT ALL CONTRACTORS DOING BUSINESS WITH THIS ACQUISITION OFFICE BE REGISTERED WITH THE CENTRAL CONTRACTOR REGISTRATION (CCR) AS OF OCTOBER 1, 2003. AFTER THIS DATE, NO AWARD CAN BE MADE UNLESS THE VENDOER IS REGISTERED IN CCR. Rapporteuring and scientific editorial services for the 10 th annual meeting of the International Scientific Committee (ISC) for Tuna and Tuna-Like Species in the North Pacific Ocean to be held in Victoria, Canada during 21-26 July 2010. Max Stocker is an accomplished stock assessment scientist, familiar with ISC operations and experienced in the sensitive international fisheries topics to be discussed. He is available to travel from his home in Canada for the ISC meeting during the period we need his services. Our previous rapportuer, Shelley Clarke, has taken another position and is not available to rapporteur for us this year. Stocker recently became available. As far as we know, there is no other person with the needed qualifications: -Stock assessment scientist (highly technical training) -familiar with the sensitive international fisheries issues -familiar with ISC/regional fishery management organizations process -able to write clearly in English -trusted and known personality -available during that time period ISC annual meetings are very sensitive. The person who rapporteurs must be a known entity or the ISC will fail in getting its report done; and then we will not meet NOAA's objective of providing the best scientific advice for conservation and management. Stock assessment scientists are in short supply (NMFS has published a whole report on the dearth in the agency). And those with an international background who are available for this type of job are in even shorter supply. Stocker is very familiar with the sensitive international issues and subject matter having previously been a member of the ISC. He is the market standard for this service. He is also known and trusted by the disparate members of the ISC, which is critical to getting a final report approved by the entire ISC membership.
