- This is a combined synopsis/solicitation for commerical items prepared in accordance with the format found in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued. The solicitation number for this request is 70181AQ055 and the solicitation is issued as a request for quote (RFQ). The soliciation document and incorporated provisions and clauses are those in effect through the current Ferderal Acquisition Circular (FAC 05-40) and Federal Acquisition Regulation (FAR). This is not a small business set-aside procurement NACIS classification code: 541990 and PSC: 5895. STATEMENT OF WORK:Background - Geolocators will be placed on shorebirds on refuges and other public lands located in western and northern Alaska. Data processing will be done in the Anchorage Regional Office. The goal is to determine migration stopover and wintering sites for migratory shorebirds that breed in Alaska so as to understand where these birds spend their time outside of Alaska, using state-of-the-art light-level geolocator technology to gain this information. Knowing migratory routes and wintering grounds, and hence habitat requirements, will allow us to assess potential threats faced by birds away from Alaska - where birds live for most of the year and where most problems are likely to occur. Because the animal must carry the geolocator during its annual migration, it is essential that it is not too heavy. Experts recommend that the geolocator and attachment to body weight ratio for leg mounting be kept under 2%, and preferably only 1% or less, while the maximum ratio for back mounting is considered to be 3-5%, depending on species. The species of study and number of geolocators to purchase will vary with my ability to acquire funds. We plan to purchase geolocators for Dunlin, Lesser Yellowlegs and Red Knot's. Due to the size of Dunlin and Lesser Yellowlegs, we need a geolocator which weighs (with attachment materials) less than 1.2 grams (~2% of body weight). Given the weight of the plastic band, glue and attachment thread, we anticipate needing a geolocator that weighs less than 0.9 grams. For the Red Knot, the geolocator itself must weigh less than 1.3 grams. Shorter intervals for sampling light is okay too. Logging duration: continuous from start until memory full.Download time per year logged: approx 20-30 mins.Data retention: 2years (possible data extraction by manufacturer after battery has died).Clock drift: no more than 1min/month. With start time, drift can be corrected in post processing.Interface: mechanism for interfacing between geolocator and computer, including hardware and software. Software: software to convert sunrise and sunset into location, and to find altitude angle of the sun given location and time.
