- This posting is for informational purposes only.<P>The Goddard Mesoscale Dynamics and Modeling Group at NASA Goddard Space Flight Center(GSFC) undertake weather-related research utilizing NASA satellite measurements andretrieved products as well as field campaign observations and predictive modeling. <P>A foremost challenge for weather and climate prediction lies in representing clouds andcloud systems in numerical weather and climate models.This challenge is being met byutilizing a cloud-resolving model (CRM), a computer program that can simulate the lifecycle of clouds and cloud systems. CRMs simulate clouds and cloud systems at resolutionscomparable to satellite-based cloud diagnostics while having domains comparable toclimate model grid boxes, and thus serve as a unique bridge between the satelliteobservations and climate models. <P>Only a limited number of CRM-simulated cases, however, have been conducted for clouds andcloud systems associated with field experiments over specific geographic locations. Therefore, meteorological products known as large-scale analyses will be used toimprove cloud parameterizations by placing satellite data in a meteorological context andexpanding the range of environmental conditions explored by CRM simulations. In thiscase, large-scale analyses generated by the Global Modeling and Assimilation Office(GMAO) at NASA GSFC and known as the Modern Era Retrospective-analysis for Research andApplications (MERRA) will be used. <P>The task issued to the performing contractor by NASA/GSFC using ARRA funds will providesupport the Goddard Mesoscale Dynamics and Modeling Group's activities, and the supportrequirements are broken down into three subtasks: <P>(a) Develop MERRA-related software utilities for CRM simulations. The Goddard MesoscaleDynamics and Modeling Group will provide meteorological datasets (called forcing) for CRMand GMAO single column model (SCM) calculations derived from MERRA. The contractor willextract MERRA data for periods and regions approved by NASA and provide them to NASA, andwill document all results.<P>(b) Conduct high-resolution CRM simulations using MERRA derived data/forcing. Thecontractor shall document the CRM simulated results and provide these cloud data toNASA through the Goddard Cloud Library web site. <P>(c) Conduct research on cloud and cloud system structures using NASA satellite data(CloudSat and TRMM missions). Based upon recommended parameters to be provided to thecontractor by NASA, the contractor will analyze and compare the recommended key physicalparameters for the range of meteorological backgrounds specified.<P>NASA/GSFC awarded a new task 613.1.14-09 under Contract No. NNG06HX18C with ScienceSystems and Applications Inc. (SSAI). Cost Plus Award Fee Contract No. NNG06HX18C wasawarded to SSAI on April 18, 2006, on a competitive basis. <P>Cost Plus Award Fee (CPAF) was determined appropriate because the contract is for theperformance of research, and uncertainties involved in contract performance do not permitcosts to be estimated with sufficient accuracy to use any type of fixed-price contract.<P>The Government does not intend to acquire a commercial item using FAR Part 12.
