FAR 6.303-2 (3) A description of the supplies or services required to meet the agency's needs (including the estimated value). FAR 6.303-2 (4) An identification of the statutory authority permitting other than full and open competition. This acquisition is being conducted in accordance with the provisions of:FAR Part 13-Simplified Acquisition ProceduresFAR 13.106-1 Soliciting competitionFAR 13.106-1 (b) Soliciting from a single source 5. FAR 6.303-2 (5) A demonstration that the proposed contractor's unique qualifications or the nature of the acquisition requires use of the authority cited. The agency is in the process of developing an Aviation Management System that will integrate the functions provided by the existing asset management system that is being renewed through this procurement. Records from the existing system will be imported to the new system. The current system is needed to support and protect agency assets and records at the current time and through the migration to the new system. After this renewal agreement expires on 9/30/11, any future licenses and user support requirements will be procured through agreements that support the replacement Aviation Management System. 6. FAR 6.303-2 (6) A description of efforts made to ensure that offers are solicited from as many potential sources as is practicable, including whether a notice was or will be publicized as required by Subpart 5.2 and, if not, which exception under 5.202 applies. Notice of this action will be synopsized and posted at the Governmentwide point of entry (GPE) on the Internet at http://www.fedbizopps.gov. 7. FAR 6.303-2 (7) A determination by the contracting officer that the anticipated cost to the Government will be fair and reasonable. Initial purchase of this system was competitively purchased assuring reasonable pricing. Unit cost of renewal prices offered for this procurement are less than previously paid. 8. FAR 6.303-2 (8) A description of the market research conducted and the results or a statement of the reason market research was not conducted. Market Research was not conducted for this purchase because IBM has proprietary rights to software licenses renewing with this procurement. Contracting Officer knows of no other company that can license and provide support for system in current use.Initial purchase of this system was competitively purchased by1. Open market solicitation,2. Technical demonstrations and evaluation of multiple systems from multiple vendors, and 3. Task order purchase using GSA multiple award schedule contractor 9. FAR 6.303-2 (9) Any other facts supporting the use of other than full and open competition.
