- Solicitation Number: Q8420100241 Notice Type: Combined Synopsis/SolicitationThis is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested and a WRITTEN SOLICITATION WILL NOT BE ISSUED. This request is being issued as Request for Quotation Q8420100241. The Federal Acquisition Regulation (FAR) clauses and provisions enclosed within are those in effect through Federal Acquisition Circular (FAC) 2005-29. FAR clauses and provisions are available through Internet access at http://www.arnet.gov/far. This is 100% set aside for small business and the small business size standard is 100 employees. The National Park Service encourages the participation of disadvantaged and women owned business enterprises. The North American Industry Classification System (NAICS) code is 423320. The Government anticipates making a single award for this solicitation, vendors must quote on all items for their quote to be considered. The following is a description of the requirements for this acquisition. AGGREGATE: Clean, hard, durable fragments or particles of crushed stone, crushed slag, or crushed natural gravel. Materials that break up due to freeze-thaw or wet-dry cycling shall not be used. Free from weeds, noxious seeds, sod, clods, toxic substances, litter, or other deleterious material. Product is required to meet Nevada D. O.T. Standard Specification for Type 2, Class A Aggregate Base, with the exception of No. 200 Sieve.Sieve Size % by Weight Passing Sieve1"100No. 430 - 65No. 1615 - 40No. 2005 - 16Important: Plasticity Index (PI) must be between 4-12 as determined by AASHTO T89-81 and T90-81, respectively. DELIVERY OF THE AGGREGATE WILL BE TO MULTIPLE LOCATIONS IN GREAT BASIN NATIONAL PARK, WHITE PINE COUNTY, NEVADA. Sites for the gravel delivery are accessed by steep mountain roads and vary from an estimated 6,000 feet elevation to 9,000 feet elevation. Contract is for furnishing and delivery of road base aggregate to multiple areas located within Great Basin National Park such as but not limited to Baker Creek Road, Strawberry Creek Road and Snake Creek Road. The Park is accessible by paved state highways and situated approximately 70 miles from Ely, Nevada, and, approximately 100 miles from Delta, Utah. The delivery sites are located from one to ten miles distance from Park Headquarters, 100 Great Basin National Park, Baker, NV 89311. Delivery to start within two weeks of award, or by arrangement by Glen Dearden, Maintenance Supervisor, 775-234-7331x 253. Delivery to be completed by or before August 26, 2010. BID ITEM 7,000 cubic yards: Unit price per yard $__________________ Total price: $_______________________ Quantities for unit price bid items are estimated. Payment will be made only for actual quantities delivered. Delivery is to be FOB Destination to Great Basin National Park. SUBMITTALS: A.One copy of certified trip ticket for each load of aggregate delivered to project site. Trip tickets will be certified by the Contracting Officers Technical Representative (COTR). B.Submit certification from the supplier certifying that aggregate base course meets the requirements of this section. QUALITY ASSURANCE: Testing required to determine compliance with the requirements for the work of this section will be the responsibility of the Government. A.Access roads to the delivery sites will be open to the public during construction. It will be the responsibility of Contractor to provide safe public travels on open roads, including, providing a pilot car when required by the safety officer of the park.B. Contractor shall at all times conduct his operations to ensure the least inconvenience to the public. Contractor shall install additional temporary "trucks on road" and "trucks turning" safety warning signs when operating on park roads. Road closures will be permitted, when required, upon specific approval of Contracting Officer's Representative (COR). Gravel deliveries will be allowed only between the hours of 7:00 am and 3:30 pm Monday through Thursday.C.Preservation of Natural Features: Confine all operations to work limits of the project. Prevent damage to natural surroundings. Restore damaged areas, repairing or replacing damaged trees and plants, at no additional expense to the Government.D.Hauling Restrictions: Comply with all legal load restrictions in the hauling of materials. Load restrictions on park roads are identical to the state load restrictions with such additional regulations as may be imposed by the Park Superintendent. A special permit will not relieve Contractor of liability for damage which may result from moving of equipment. Proposed Contract Type: Firm fixed price contract. Proposal Evaluation Criteria / Factors: Award will be made based on Simplified Acquisition Procedures.
