- This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE GSA DELIVERY ORDER using Federal Acquisition Regulation FAR Part 13.5, Test Program for Certain Commercial Items. This will be an acquisition under the authority of the test program for commercial items section 4202 of the Clinger-Cohen Act of 1996. The US Army Research, Development and Engineering Command Contracting Center, Aberdeen Installation Contracting Division, 4118 Susquehanna Avenue, Aberdeen, MD 21005 has a requirement to procure the following item(s): Item# 1GC-MSD System1 each Description of System requirements: "The instrument must include a mass spectrometer "The mass spectrometer (MS) must meet the following specifications: "The MS must have the ability to operate in electron impact ionization (EI). "The MS must use a monolithic hyperbolic quadruple "The MS must have a maximum mass range of 1050 u "The MS must have an electron multiplier (EM) detector with replaceable horn. "The MS must have an electronic scan rate of up to 10,000 u/s "The MS must have a high performance turbo molecular pump. "The MS must be able to run in SIM and Scan modes simultaneously "The MS must be able to detect the 272 ion for a 1-L injection of a 1 pg/l OFN standard scanning from 50 to 300 u with a signal to noise (S/N) ratio of 200:1 using a helium carrier gas. "The MS should fit in a size of less than 90 cm x 58 cm x 50 cm, and weigh less than 100 kg "The system must include an ion gauge controller to monitor high vacuum status. The intended delivery date for the item(s) is April 16th, 2010. The Government intends to award a Firm-Fixed Price sole source GSA Delivery Order to Agilent Technologies, 2850 Centerville Road, Wilmington, DE 19808-1610. This firm is the sole developer/manufacturer /distributor of the product. The associated North America Industry Classification System (NAICS) Code is 334516 and the Business Size Standard is 500 employees. All responses received within five (5) days after date of publication of this notice will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Interested persons may identify their interest and capability to respond to the requirement no later than 2:00 PM Eastern Daylight Time, April 12th, 2010. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.
