- DESIGN BUILD FOR BUILDING ENVELOPE AND REPAIR OF THE MASONRY, WINDOWS AND ROOF OF BUILDINGS ON THE HISTORIC REGISTER AT GIGNOUX FEDERAL COURTHOUSE AND U.S. CUSTOMHOUSE IN PORTLAND, MAINE. RECOVERY SOLICITATION #: ME0034ZZPortland RECOVERY 2009 STIMULUS PROJECT THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a solicitation or a request for proposal and no contract will be awarded from this notice. No solicitation or specifications are available at this time. The General Services Administration (GSA), New England Region, North Service Center Branch, is seeking a Small Business concern with current relevant qualifications, experience, personnel, and capability to perform the work described herein. Engineering design services and subsequent construction will be performed at the E.T. Gignoux Courthouse and the U.S. Customhouse located in Portland, Maine, both buildings are on the Historic Register. The buildings consist of mason, stone, brick and granite structures that requires work on the envelop as well as the windows, roof and balustrade, cornice, envelope repairs. The firm shall demonstrate design and construction capabilities in an occupied building. Scope of work will include design/build and construction repair of energy envelope conservation measures to include repointing, windows, sills, roof and downspout repairs at the buildings. The anticipated award will be a firm fixed price, design/build contract. All qualified Small Businesses are encouraged to respond. The Government will not pay for any information solicited. Respondents will not be notified of the results of the evaluation. One of the main purposes of this Sources Sought Notice is to assist the Contracting Officer in determining if a 100% Small Business Set-Aside is the acceptable strategy for the procurement. The Government anticipates a contract award for these services in August 2010. The appropriate NAICS Code is 236220 General Construction with a size standard of $14.0 million dollars. The estimated value of this project is $ 5M -$ 10M. It is requested that interested parties submit a brief capabilities package. The package shall address, at a minimum, the following: •(1) Examples of projects worked within the last five years of similar in size, scope and complexity as the work indicated. State whether your firm worked as a prime or subcontractor, contract value, brief description of how the referenced contract relates to the work described, and provide an agency point of contact and current contact number with knowledge of the work performed by your company. •(2) Availability, either in-house or on a consultant basis, the following professional skills: a. Design Build Capabilities for construction repair of energy envelope conservation measures to include repointing, windows, roof, balustrate, downspout and interior plaster repairs at these two Historic Buildings. •b. An independent Commissioning Agent. •c. Licensed professional engineers in the appropriate disciplines (e.g. Licensed A/E for repair to the outside envelop of buildings on the Historic Registry) that can provide stamped drawings for construction as well as any licensed professional engineer required. •(3) Company profile, to include number of employees, annual receipts, office location(s), and DUNS number. •(4) Indicate if you are a Small Business and all of the Small Business category(s) you qualify as. The capabilities package requested under this Sources Sought Notice is not expected to be a proposal, but rather a short statement regarding the company's ability to demonstrate existing expertise and experience in relation to this procurement. Any commercial brochures or currently existing marketing material may also be submitted with the capabilities package. Submission of a capabilities package is not a prerequisite to any potential future offerings, but participation will assist the General Services Administration in tailoring its requirements to be consistent with industry standards.
