- Sources Sought This is a sources sought synopsis only. The purpose of this notice is to gain knowledge of potential qualified sources that may be able to provide all items required and listed below in a single award for an Audio Visual Production System. This is for MARKET RESEARCH ONLY. Participation in this effort is strictly voluntary with no cost or obligation to be incurred by the Government. The information you provide will only be utilized by DFAS in developing its acquisition approach for this pending requirement. Responses shall be submitted by April 9, 2010, email is acceptable and preferred. Request questions are provided in writing to diane.hulett@dfas.mil. Responses to this notice shall provide a brief capability statement that addresses the organization's ability to supply the items described below. 2) Description: a) Camcorder; Records in a full range of HD formats including 1080/60i, 1080/30p, 1080/24p; 720/60p, 720/30p, 720/24p recording utilizes highly efficient AVCHD recording standard based on MPEG-4. Three 1/3-inch progressive CCD imagers to produce 1920 x 1080 resolution picture quality. 24- and 30-frame progressive capture in a full range of HD formats. Connections including HDMI out, Component Out (D Terminal), Composite Out and RCA Audio out jacks, XLR audio inputs, USB 2.0 for file transfer. Optical Image Stabilization (O.I.S.). b) Graphical Content 100% royalty free Fonts which are layered and customizable, suitable for print, video, web and PowerPoint presentations. c) Graphical background content 100% royalty free, a complete set of matching graphics animations and elements. Animations provided in both High Definition and Standard Definitions. Animated backgrounds, lower-thirds, overlays, wipes, motion design elements and photo shop layered graphics. Compatible with any computer based non-linear or linear editor with DVD-Rom drive. Compositor’s material consists of organic materials, shot at 2048x1536, ranging from 100 to 700 frames per second and mattes for most clips. d) Sound/Musical 100% Royalty free musical tracks of four to seven individual layers (or “stacks”) include Drums, Piano, Organ, Brass, Strings, Woodwind elements and more. Some tracks also include a Vox channel for choir and vocal effects. You can output all of the layers individually and remix them later in your own audio and video editing environment. Batch export WAV& AIFF files. e) Inkjet printer: 4800 x 2400 maximum color dpi and 10-full color pigment Ink system plus gray, black and matte black inks. Print up to maximum of 13" x 19". f) Computer: The computer needs to be able to quickly render Hi Definition video content, sound files, compress video for exportation to the web in a Windows operating system environment. Intel® Core™ i7-960 3.20 GHz Windows based Desktop PC with minimum12GB of RAM, a hard drive configuration of two minimum 1TB 7200 rpm SATA II drives. A video card with 1 GB onboard RAM, 16X PCI Express interface. Internal minimum 12in1 Flash Media Reader/Writer. A minimum 24 inch widescreen monitor with a 1920x1200 maximum resolution, minimum 16:10 widescreen aspect ratio and minimum 80,000:1 dynamic contrast ratio. Wireless Internet Keyboard & Laser Mouse. Minimum 24-BIT PCI Sound Card. A minimum 22X DVD±R/±RW + CD-R/RW Dual Layer Drive and a minimum 8X Internal Super Multi Blu-Ray Rewriter. Interface requires Windows® 7 Home Premium (64-bit Edition) and Microsoft® Office Home and Student 2007. g) Light Kit: A 2250 watt (minimum) quartz Light Kit. Cooling features required. (3) 750W (Minimum) long-life quartz halogen bulbs (3) soft boxes (1) padded carry case for lights and boxes (3) Soft box connectors (3) 8 ft. air cushioned heavy-duty stands (1) Padded carry case holds all components (1) Chroma Key 5x7 Screen & Backdrop Stand w/case. 3) Other Applicable Information: a) All components must be compatible where applicable and interfase with each other and the existing monitors b) DFAS Limestone has several High Definition 42" LG Flat panel wall mounted monitors strategically located through out the facility of 600 employees. The current production matrix includes shooting and creating original HD monthly Directors’ update segments, recording and re-broadcasting meetings, and internally transmitting "live" video announcements when the Director deems it appropriate. Pre and Post production video editing/distribution capabilities for monitors as well as CD'S, DVD's and other assorted digital media delivery formats are required. 30-45 day delivery Delivery will be to DFAS Limestone, 27 Arkansas Road, Limestone, Maine 04751-6216. 4) All prospective offerors who may be interested in participating in this expected requirement should respond to this Sources Sought Notice by responding to the following email address: diane.hulett@dfas.mil.
