The SF30 "AMENDMENT/CHANGE FORM" will be provided at meeting time. HSFEHQ-10-R-0043, P00001-DUE DILIGENCE MEETINGS Offerors intending to submit a proposal and their team members will be given the opportunity before submitting their proposal to conduct a due diligence one-on-one meeting with FEMA representatives. These meetings are not intended to answer the general questions submitted by the solicitation's deadline date (March 29, 2010). Those questions will be posted for public view on FedBizzOpps.gov shortly. The due diligence process follows the principles identified in Federal Acquisition Regulation (FAR) Part 15.201, Exchanges With Industry Before Receipt of Proposals. Specifically, during one-on-one sessions, a major objective of the due diligence process is to provide Offerors and their team members the ability to ask questions that by their very nature they would not ask if the response would be posted and provided to their competition. It is emphasized that questions asked at these sessions must not focus on whether a possible solution would be acceptable to FEMA. The questions must be in the context of research and fact finding to enable the development of the best possible solution. Offeror questions and Government responses furnished during due diligence are unofficial. Each Offeror intending to submit a Proposal as a prime may request participation in due diligence meetings by TUESDAY, APRIL 6 th - 12PM (EST), via e-mail to Tara Scott, Contract Specialist, at tara.scott@dhs.gov. The confirmation is necessary for entry purposes and must include the following information to enable the Government to effectively coordinate due diligence events: (1) Due diligence point of contact of the Offeror (firm's name, individual(s) name(s), key POC's phone number, and e-mail address), (2) roster of attendees for the due diligence (limited to two people), and (3) key areas of interest for discussion. These one-on-one sessions will be conducted on Wednesday, April 7, 2010 between the timeframe of 9:00am-7pm (EST). The location is DHS/Federal Emergency Management Agency, Crystal City office, 1800 S. Bell Street, Arlington, Virginia, 20598-3015. Attending due diligence is optional and each meeting will be scheduled to last no longer than one hour. Offerors will need to have proper identification (photo ID issued by US government), and will be sent an email with appointment time and further instructions.
