- This National Aeronautics and Space Administration (NASA) Johnson Space Center willrelease a NASA Research Announcement (NRA) for NASA Specialized Centers of Research(NSCOR) in support of the Space Radiation Program Element within the Human ResearchProgram. An NSCOR consists of a team of investigators who have complementary skills andwho work together to solve a closely focused set of research questions and which includesstrong undergraduate, graduate or post-graduate training components. In addition tosoliciting for NSCORs, NASA is seeking to form a virtual NSCOR (denoted as VNSCOR) whereNASA aligns a set of individual awards into an NSCOR-like team project. The homelaboratories of NSCOR team members may be geographically contiguous or dispersed, as longas the team members have a mechanism for working together. The research will beconducted using ground-based irradiation facilities developed for NASA at BrookhavenNational Laboratory, in Upton, NY.NASA Research Announcement #NNJ10ZSA002N, entitled 'NASA Specialized Centers of Research(NSCORs) & Virtual NSCOR (VNSCOR) for Space Radiation Solid Cancer Risks and BiologicalCountermeasures', will be available electronically on or about April 21, 2010, by openingthe NASA Research Opportunities homepage at http://nspires.nasaprs.com/ and thenlinking through the menu listings 'Solicitations' to 'Open Solicitations'. Proposals submitted in response to this NRA will use a Two-Step Process. Only PIssubmitting Step-1 proposals determined to be relevant to the solicited research of thisNRA will be invited to submit full Step-2 proposals. Step-1 proposals are due on May 28,2010, and Step-2 proposals are due on August 5, 2010. Proposals must be submitted by anauthorized official of the proposing organization. Proposals must be submitted electronically. Step-1 Proposers can use either NSPIRES (seeURL above) or Grants.gov (http://www.grants.gov ) for proposal submission. InvitedStep-2 Proposals must be submitted electronically via the NSPIRES proposal data system. Participation is open to all categories of organizations, including educationalinstitutions, industry, nonprofit organizations, NASA centers, and other Governmentagencies. Electronic proposals may be submitted via the NASA centers, and other Governmentagencies. Electronic proposals must be submitted via the NASA Proposal data systemNSPIRES. Every organization that intends to submit a proposal in response to this NRAmust be registered with NSPIRES, and such registration must identify the authorizedorganizational representative(s) who will submit the electronic proposal. Eachelectronic proposal system places requirements on the registration of principalinvestigators and other participants (e.g. co-investigators). Potential proposers andproposing organizations are urged to access the system(s) well in advance of the proposaldue date(s) of interest to familiarize themselves with its structure and enter therequested information.Questions concerning responding to this NRA may be addressed tothe contacts referenced in the full solicitation document.This is a broad agency announcement as specified in FAR 6.102 (d)(2).
