- SOLICITATION DOCUMENT THIS IS AN AMERICAN RECOVERY AND REINVESTMENT ACT OF 2009 (ARRA) PROCUREMENT RECOVERY HARRIS RIVER INTERPRETIVE TRAIL SUPPLIES AND MATERIALS The U.S. Forest Service, EROC-NW, servicing Region 10 has a requirement for a contractor to purchase, fabrication of / or development of materials, delivery and stockpiling of materials for the Harris River Trail including all costs of delivery. **THIS IS A COMBINED SOLICITATION/SYNOPSIS--QUOTATIONS ARE BEING REQUESTED** The Harris River Supply Purchase will be delivered to two main stockpile areas located on the Craig Ranger District on Prince of Wales Island along the Hollis State Highway 924 and Hydaburg State Highway 913. The Hydaburg Highway 913 System terminus is located approximately 10 miles west of the City of Hollis on the Craig/Klawock/Hollis State Highway 924. Kiosk, signs, board walk, gravel, and geogrid, will be stockpiled at FDR 2024050 - ~0.2 MP (Harris River road/trail) off of Craig/Klawock/Hollis State Highway 924. The step & run materials will be delivered and stockpiled at the FUBAR Creek road and Harris River road system. The step and run boardwalk materials will be delivered and stockpiled at the FUBAR Creek parking lot on FDR 2024050 adjacent to Hydaburg State Highway 913. Stockpile sites will be flagged on the ground by the engineer before delivery. Mileposts for stockpile are approximate. Materials will be stockpiled at several locations in the vicinity (within 1000 feet) of the stockpile mile post along the road corridor or parking lot. **NOTES** --Additional details are outlined in the attached solicitation. The Government intends to award a contract(s) resulting from this solicitation to the responsible Contractor(s) whose quote conforming to the solicitation will be most advantageous to the Government, price and price-related factors considered. The following evaluation factors shall be used to evaluate quotes: Price of the supplies/materials delivered to the stockpile areas will be evaluated. This acquisition is a 100% Small Business set-aside. The North American Classification System Code (NAICS) is 423390. The size standard is 100 employees. Contractors are required to be registered with the Central Contractor Registration (CCR) and the Online Representations and Certifications Application (ORCA). The solicitation with specifications will be posted to the FedBizOps website www.fbo.gov. No hard copies of the solicitation and applicable amendments will be mailed or issued. To receive the solicitation and any applicable amendments, offerors must download them from www.fbo.gov.
