Description
Defense Enterprise Hiring Solution (DEHS) Request for Information\ Pursuant to FAR 15.201(e) Introduction The Business Transformation Agency (BTA) is issuing this RFI in an effort to understand market availability, technical characteristics, and functionality of Information Technology (IT), tools, or products capable of satisfying the technical, functional, and /or operational capabilities described in this RFI. BTA will use this market research information in its evaluation of potential IT solutions. This is not a request for proposal, request for quotation, or an invitation for bid, nor does its issuance obligate or restrict the Government on its eventual acquisition approach. All information received from this RFI will be used for planning and Market Research purposes only. BTA does not intend to award a contract on the basis of responses nor otherwise pay for the preparation of any information submitted or use of such information. Acknowledgement of receipt of responses will not be made, nor will respondents be notified of the BTA evaluation of the information received. Background Civilian Personnel Management Service (CPMS) supports the Under Secretary of Defense (Personnel and Readiness) and the Deputy Under Secretary of Defense (Civilian Personnel Policy) in planning and formulating civilian personnel programs, providing policy support, functional information management and Department-wide civilian personnel administration services for the Military Departments and Defense agencies. CPMS’ mission is to develop and implement innovative human resource management solutions that enable our customers – leaders, managers, and employees throughout the Department of Defense (DoD) – to ensure the DoD civilian workforce is ready and able to effectively support the Warfighter and the national security mission. CPMS supports the strategic direction and priorities of DoD under the Defense Human Resources Activity, Deputy Under Secretary of Defense (Civilian Personnel Policy), and the Under Secretary of Defense (Personnel & Readiness). CPMS develops customer-oriented products and services to ensure DoD has: ohighly skilled leaders oa diverse, highly-capable civilian workforce oa high-performing culture oconsistent, enterprise-wide human resources management support Objective In alignment with OPM hiring reform initiatives and supporting CPMS mission, DoD has started researching the market-place to discover concepts and solutions that implement best-of-breed technologies in the following areas of the civilian hiring process: 1)Workforce planning 2)Recruiting 3)Hiring 4)Security and Suitability 5)On boarding/Entrance on Duty (EOD) 6)Business Intelligence Information is sought to further review the technologies that automate each phase of the requisition-to-hire process, with a comprehensive coverage of the following major activity areas: 1)Workforce planning a.demand planning b.supply planning 2)Recruiting a.job descriptions b.job approval workflow c.job board and social network posting d.referral management e.candidate acquisition f.candidate relationship management and sourcing g.candidate self-service h.candidate search/scoring 3)Hiring a.applicant workflow b.applicant communications/correspondence management c.interview management 4)Security and Suitability a.candidate eligibility assessment b.candidate screening/assessment c.candidate/applicant aptitude testing d.applicant background checking/drug screening 5)On boarding/EOD a.on-boarding process b.job offer management c.interfacing with corporate HR and financial systems 6)Business Intelligence a.Regulatory reporting b.Standard reporting/analytics c.Advanced analytics Technical Objectives Information is sought regarding design and integration framework that brings together available best-of-breed COTS and GOTS technologies that would enable seamless automation of the DoD’s requisition-to-hire processes, described in the Objectives section of this document. Please illustrate the following: •Explanation of this framework to fully explore your approach. •How the framework will integrate the major recruiting activities and theorize system description. •How the framework is relevant or how the proposed functionalities are integrated. •How you would apply Capability Maturity Model Integration (CMMI) or another process improvement model/framework to your approach. Include your CMMI level if applicable. •An overview of your management approach. Instructions The written responses should address the objectives and technical objectives presented in this document. The outcome of this RFI has no impact on any future acquisitions. The purpose of this RFI is information gathering only. The submissions for this RFI will not preclude the vendor from responding to future acquisitions, either individually or as part of a team. The government will not reimburse a)RFI Process •Questions or comments will not be entertained for this RFI. •Vendors should identify specific areas of the scenarios that have high impacts in terms of change management. (E.g. are there specific processes demonstrated that impart more change on end users than others.) •BTA is not responsible or liable for any costs incurred by vendors in the response to this RFI. b)Submission Package •Written submission should consist of one hard copy, as well as one electronic copy and will be no more than 20 pages in PowerPoint or Microsoft Word formats. •Vendors will not receive a confirmation of receipt of their submitted package. •Vendors will incorporate a brief corporate profile that describes the following (does not count toward the 20 page limit, but not-to-exceed 3 pages): ocorporate capabilities opast and current clients (Government or commercial) oavailable facilities (i.e. data centers, labs) othe company DUNS number •BTA recognizes that vendors may include proprietary information and trade secrets in their responses. BTA will treat all responses with the same level of content security as afforded bid documents.
