- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. The solicitation number is NTSBR090009 and is issued as a Request for Proposal (RFP), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-32. The associated North American Industrial Classification System (NAICS) code for this procurement is 611710 with a small business size standard of $7 million. This requirement is issued under Full and Open Competition. The offeror shall provide development, revision, and presentation of training for rotorcraft accident investigations, to include but not limited to: expert and qualified rotorcraft accident investigation training; design, development, and delivery of rotorcraft accident investigation training curricula; data management; design, development and delivery of rotorcraft accident investigation training; and the provision of equipment, as specified in this contract, to support training. It is anticipated that the training classes will be held at the NTSB Training Center, 45065 Riverside Parkway, Ashburn, VA 20147. The classes will generally be held from 9:00 AM to 5:00 PM, Monday through Friday. The anticipated period of performance is for one base year and four option years.
