- The National Aeronautics and Space Administration, Langley Research Center (LaRC)is preparing to issue a Draft Request For Proposals (RFP) for a single award IndefiniteDelivery Indefinite Quantity (ID/IQ), Cost Plus Award Fee (CPAF) contract. The generalscope of the support services is for the Contractor to furnish all personnel, facilities,equipment, supplies, and materials, not provided by the Government, necessary to supportthe NASA Langley Research Center science programs and related engineering activities.Work requirements encompass the broad scope of the missions and responsibilities of theLangley Research Center's science, technology, research and related applicationsprograms. All work assignments will be made by the issuance of Task Orders (TOs). Workwill be performed in compliance with Federal, Agency, and LaRC specific policies,procedures, and regulations, including NASA Procedural Requirements (NPRs) as specifiedin the contract documents. Specifically, Information Technology Security (ITS)activities shall comply with NPR 2810.1, 'Security of Information Technology andappropriate Federal Information Processing Standards (FIPS) located on the NASA OnlineDirectives Information System (NODIS) Library athttp://nodis3.gsfc.nasa.gov/main_lib.html. This is a recompetition of NASA LaRC contractNNL07AA00C, which may be accessed at http://foia.larc.nasa.gov/contracts.cgi. The Government does not intend to acquire a commercial item using FAR Part 12.See Note26.The anticipated release date of the draft RFP is on or before April 30, 2010 with theFinal RFP issued on or before June 10, 2010 with proposals due on or before July 12,2010. The Government is anticipating a 100% Small Business set-aside for NAICS 541712 1000employees(See Note 1), with a single award five (5) year basic IndefiniteDelivery/Indefinite Quantity (IDIQ) contract with Cost-Plus Award Fee task orders. Thecontract will have a potential ceiling amount of $425,000,000 with a minimum guaranteedamount of $500,000.Interested parties are requested to register in the Interested Vendors List.
