- This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT using Federal Acquisition Regulation FAR Part 13.5, Test Program for Certain Commercial Items. This will be an acquisition under the authority of the test program for commercial items section 4202 of the Clinger-Cohen Act of 1996. The US Army Research, Development and Engineering Command Contracting Center, Aberdeen Installation Contracting Division, 4118 Susquehanna Avenue, Aberdeen, MD 21005 has a requirement to procure the following item(s): Item 1: Web Science Definitive Global Research Database and Subscription Item 2: Option Year 1 Item 3: Option Year 2 Description of Database and Subscription: Covering a broad range of disciplines including chemistry, mathematics, physics, medical and life sciences, biological sciences, engineering, environmental science, materials science, computer and information science, and agriculture "Content of each journal indexed including all articles, abstracts, reviews etc. "Imbedded support for citation management in Microsoft Word through a program, such as Endnote "Location of all articles, across all disciplines, which have cited references in common "Index should provide a web link to all the papers that have cited it, and those which it has cited "Alerts to the user in regards to new papers that are related to a specific research area or cited references "Provides produced impact factors for the journals in the index "Conference proceedings "Research of literature back to the year 1900 and conference proceedings back to 1990 "Access to MEDLINE and BIOSIS "Completely web based and provide access to all ECBC computers simultaneously and not be limited to a specific number of users at one time or a specific number of licenses "Citation of reports that provide statistical data on the number and frequency of publications by a particular person, university, laboratory, research center, or geographic region. The provided data should be sort able by subject area, author, geographic region, university, laboratory, research center, and number of publications. "Access to the Thomson Reuters journal Citation Reports and Science Citation Index "Generates citation reports on 10000 search results "Provides the H-index citation tool "Provides a citation tree that visually depicts the citations in a map of organized nodules "Provides access to more than simply the journals of one publisher, products such as Science Direct only provide access to their journal resources The intended delivery date for the item(s) is April 16th, 2010. The Government intends to award a Firm-Fixed Price sole source contract to Thomas Reuters, 1500 Spring Garden St., Philadelphia, PA 19130. This firm is the sole developer/manufacturer /distributor of the product. The associated North America Industry Classification System (NAICS) Code is 511140 and the Business Size Standard is 500 employees. All responses received within five (5) days after date of publication of this notice will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Interested persons may identify their interest and capability to respond to the requirement no later than 2:00 PM Eastern Daylight Time, April 12th, 2010. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.
