- Pricing document - offerors shall utilize this document to structure quotations by contract line item (CLIN) Clauses and Provisions Statement of Work for RFQ 1072B0T039 April 5, 2010 United States Environmental Protection Agency, OARM/OAM/SRRPOD/HCSC 1200 Pennsylvania Avenue NW, Washington, DC 20460 - Mail Code 3805R Solicitation # 1072B0T039 NAICS CODE: 721110 - Hotels Title: 2010 National Association of Remedial Project Managers (NARPM) Training Conference Closing Date: April 15, 2010 Classification: X -LEASE OR RENTAL OF FACILITIES SYNOPSIS This is a combined synopsis/solicitation for commercial items prepared in accordance with the Federal Acquisition Regulations (FAR) Part 12: Acquisition of Commercial Items, Subpart 12.2,12.6 and Subpart 13.5: Test Program for Certain Commercial Items. This announcement constitutes the only solicitation; a quote is being requested and a written solicitation will not be issued. The Request for Quotation (RFQ) number 1072B0T039 is to provide Facilities and Related Services for the United States Environmental Protection Agency (EPA) "2010 National Association of Remedial Project Managers (NARPM) Training Conference" to be held in Crystal City, VA May 24-28, 2010, no alternate dates or location will be considered. Potential offerors are reminded award can only be made to a contractor registered in the Central Contractor Registration (CCR) database located at website www.ccr.gov. This procurement is being solicited, offered, evaluated, and awarded using the simplified acquisition procedures in FAR Part 13, along with FAR Part 12, Acquisition of Commercial Items. Hotels or facilities interested in providing quotes on all pricing information for lodging and meeting space must also include a narrative that addresses the offeror's capabilities to provide all technical aspects of this RFQ and Statement of Work. Note: Quotes will not be accepted from third parties. Quotes will be accepted only by general or assistant management titled employees of proposing facility, to include - signature authority for the facility. Note: Technical Questions must be submitted to EPA by April 9, 2010. Technical responses will be directed to prospective offerors. BACKGROUND: Each year Environmental Protection Agency obtains lodging and training facilities for the annual National Association of Remedial Project Managers (NARPM) Training Conference. The purpose of the training conference is to provide an annual training event where Superfund Remedial Project Managers and management choose from a variety of courses and workshops and attend training to establish an individual development path. It is anticipated that more than 400 employees to include: EPA, State, Tribal, Local and other Federal Agencies from all over the United States will participate in this conference. DELIVERABLES The hotel guest room nights, meeting room space, audio visual equipment and light refreshments are required May 24 through May 28 (am and pm). The Contractor shall provide a fixed price written quotation via e-mail by 12 PM EST April 19, 2010. Quotations must include the following: (A) a detailed breakdown of all proposed costs proposed in response to this requirement; (B) a project plan describing the offeror's technical capability and proposed methodology for performing the tasks in the SOW. To receive full consideration, respondents must completely address each criteria in the SOW. Please provide general business information such as Tax Identification Number (TIN), business classification, and socioeconomic status. Please reference the Statement of Work in its entirety, and submit quotes accordingly. CONTRACT ADMINISTRATOR The hotel shall provide a contract administrator to serve as a single point of contact for the coordination of all contract activities. The hotel shall also designate an alternate contract administrator in the event the contract administrator is absent. The hotel shall notify the COTR/Designee in writing of any intended replacement for the contract administrator or alternate contract administrator. EVALUATION FACTORS FOR AWARD In accordance with FAR52.212-2, the EPA will award based upon "Best Value" methodology of quotes for the facility, location and services required to include: guest rooms, meeting rooms, refreshments, training space, audiovisual equipment, and business service centers. For this requirement, all evaluation factors other than cost or price, when combined, are significantly more important than cost or price. Following evaluation of written quotes, EPA will schedule site visits to proposed facilities, as deemed necessary. The evaluation criteria are as follows: Factor 1 - Location. Factor 2 - Technical Capability. Demonstrated ability to perform the tasks and/or services in the SOW. The soundness of the contractor's proposed methodology to accomplish the tasks in the SOW. Factor 3 - Price - Cost Breakdown.
