- This notice is a combined synopsis/solicitation for commercial items prepared inaccordance with the format in FAR Subpart 12.6, as supplemented with additionalinformation included in this notice. This announcement constitutes the onlysolicitation; offers are being requested and a written solicitation will not be issued.This notice is being issued as a Request for Quotations (RFQ) to conduct a performanceand optimization analysis of an existing DDG 1000 neural network, and then provide theresults in an electronic format. The contractor shall render the services, provide thefacilities, and deliver all the supplies and services set forth herein.The following is a description of the existing non-commercially available neural networkwhich has already been developed. The system is a series of equations composed of 2000sets of data, each set includes 30 input parameters and 2 output parameters (wind speedand wind direction). The neural network attempts to represent these 2000 X 32 data pointsexactly by a series of equations. The contractor shall provide a performance and optimization analysis of the existingneural network which will include the following requirements and parameters:- Must be tolerant of high noise (mean and temporal S/N ratios less than 0.1).- Must be tolerant of sparse input data.- Capable of running in MATLAB in less than 0.001 seconds.- Must be able to produce predicted versus actual errors less than 0.5 kt speed and 0.5degree direction for every wind direction and every speed between 0 and 120 kts.(Performance better than these values should be optimized based on run time andaccuracy.)- The analysis should show with plots and text the advantages and disadvantages ofvariation in each parameter, as well as their sensitivity to variations in eachparameter.- The final report should include the neural net coeffecients and equations recommend forthe data set.- The analysis should show with plots and text the advantages and disadvantages ofvariation in each parameter, as well as their sensitivity to variations in eachparameter. The contractor shall also provide a deliverable which will consist of an accuracyanalysis, conducted for both baseline and potential optimized variants of a neural netalgorithm, using the reference truth dataset provided by the offeror, as well as afinal report of the analysis results which includes the neural net coeffecients andequations recommended for the data set. The analysis will address strategies to minimizedifferences between the reference data and the neural net predictions, and will alsoattempt to quantify the minimum error attainable with the system. Although the systemwill be used for a specific data set, the system should be usable on a variety of futuredatasets. The provisions and clauses in the RFQ are those in effect through FAC _2005_-05-38.The NAICS Code and the small business size standard for this procurement is 541712 and500 employees respectively. The offeror shall state in their offer their size status forthis procurement.All responsible sources may submit an offer which shall be considered by the agency.Delivery to NASA Ames Research Center, Receiving Section, Building 255, Moffett Field, CA94035-0001 is required within 90 days ARO.
