Description
This is a notice of intent to award as a sole source requirement to JRogers Consulting, location: Alexandria, VA, Cage Code: 583L4, under NAICS: 541611 - Admin Management and General Management Consulting Services. This procurement is for services of a subject-matter-expert to work with the General Intelligence Training Council (GITC), and other Department of Defense (DoD) training councils and under the authority of the Under Secretary of Defense for Intelligence (USD(I)) to coordinate the learning activities and initiatives for the Defense Intelligence Enterprise (DIE). The intended goal is for contract support based upon the development of plans to implement and execute a GITC learning framework as agreed upon by Functional Managers/Customers of DIA. The focus of this goal includes: identifying mission-aligned learning requirements, developing specific and tailored learning strategies, develop human capital learning solutions, developing and integrating Office of Defense National Intelligence (ODNI) and DIA competency models and learning standards to support the GITC Mission Areas of Analysis, Collection Management, Intelligence Planning, Operations and Targeting. Meeting the goals successfully is dependent upon working closely with Functional Managers/Customers and DIA to understand their goals, missions and challenges in these areas, as well as close collaboration with other DoD Intelligence Training Councils to ensure synchronization of activities. TASK DESCRIPTION: tasks required to complete this work include the following: •- Provide subject matter expert to assist with developing mission-aligned and high impact human capital/intelligence learning for targeted personnel. •- Define learning strategies and future initiatives necessary to support the integration of the General Intelligence Training Council (GITC)/MASINT Training Education Council(MTEC)/CHUMINT Training Council (CHTC) •- Develop plan for identifying, documenting and aligning a competency model, knowledge, skills, attributes and common task between GITC/MTEC/CHTC •- Define and develop a GITC strategic plan and business rules •o Develop necessary tools and processes to support the execution of strategic plan •- Develop an GITC Governance Model •- Provide support for two GITC conferences, as necessary •- Provide general support in managing weekly and monthly Intelligence Training Education Board (ITEB) action items, as necessary •- Provide subject matter expert to assist with developing and writing the GITC Annual Report This proposed contract action is for a service for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals; however, all proposals received by the closing date and time will be considered. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any company who believes that they can provide the required services should e-mail their company's capability information to the attention of Michael Worthington no later than 11:00 a.m. EST, April 27, 2010 at michael.worthington@dia.mil. Only e-mail responses will be accepted. The following sole source justification is provided: The specified contractor shall work closely with the GITC, other training councils and DIA Functional Managers comprised of the DIE in developing a learning framework that supports intelligence collection management, operations, planning, targeting and dissemination. The specified contractor will provide subject matter expert in developing a strategic plan and business rules; create an Intelligence learning Governance Model; create competency models for the various DoD training councils; compose a GITC Annual report (annually); develop an all- inclusive strategy for integrating other Defense Intelligence Agency (DIA) training councils supporting MASINT and CI/HUMUNIT.
