- THIS IS NOT A SOLICITATION, but market research to determine potential sources for a new initiative which will enhance the marketing mission at each ACC installation. This sources sought synopsis neither constitutes a Request for Proposal (RFP), nor does it restrict the Government to an ultimate acquisition approach. This synopsis should not be construed as a commitment by the Government for any purpose. Requests for a solicitation will not receive a response. The contractor will develop a training module and provide instruction for three consecutive days, commencing on or about 18 May 2010 at Nellis AFB, Nevada. The Air Force is seeking customized module to teach a competitive analysis process that best meets the needs of the participants. This process will include no less than one evaluation form and an associated excel spreadsheet conversion of that form to specific tabular and graphic reports. A prerequisite preparation plan two weeks prior to training for distribution by ACC which reacquaints participants with prerequisite knowledge, including a S.W.O.T. analysis. A syllabus and lesson plan for 8 hours of classroom training. The contractor will also provide a Plan of Instruction (POI) that will include preliminary readings related to the competitive analysis seminar, lecture and class participation exercises. The materials shall include references to the relevant and unique market conditions and competitive set characteristics of each ACC installation that is participating in the training. On-site case study will include visits to a minimum of four site visits, to be accomplished in one day. A minimum of 10 locations will be considered, and criteria for selection will be provided to ACC for review and approval prior to the training. Tabulation of results and preparation of the written reports will be supervised by the principal instructor of the contractor. Consultation in writing and presenting reports: The instructor will insure that each participant will write a report of the competitive analysis for presentation to the group. The instructor will provide written and verbal instruction for writing the report, provide a report template, individual feedback to each participant, and recommended directions for improvements to each participant when required. The instructor shall have: A Ph.D. or equivalent University credentials, relevant experience training Armed Forces marketing personnel and supervisors in the Armed Forces leisure industry, Marketing experience conducting competitive analysis, leisure entertainment, industry market research and analysis, and strategic marketing planning. Interested sources should respond to this synopsis by providing a package that describes their experience in accomplishing the indicated scope of work. Firms should indicate whether they are a large business, small business, small disadvantaged business, 8(a) concern, woman-owned small business, whether they qualify as socially or economically disadvantaged, and whether they are a U.S. or foreign-owned firm. The Government also reserves the right to cancel this procurement at any time for any reason at no cost to the government.
