- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation (paper copy) will not be issued. Further, offerors are responsible for monitoring this site for the release of amendments (if any) or other information pertaining to this solicitation. Solicitation FA8751-10-Q-0201 is issued as a Request for Quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-39 and Defense Federal Acquisition Regulation Supplement Change Notice (DCN) 20100324. This procurement is being issued as a total small business set-aside under NAICS code 334220 and small business size standard of 750 employees. The contractor shall provide the following items on a firm fixed price basis: PERSONAL LOCATOR TRANSPONDERS: ITEM 1: Transponders, Modem - Ruggedized with GPS QTY: 9 each P/N: RV-PL-UC MFGR: RAVEON SPECS: Atlas PL M7 Series modem, ruggedized with GPS, ½ - 4 watts, 9600bps, 450-480MHz, 12.5KHz, IP65 weatherproof, 2500mAH, tuned 450-470. BASE STATION RECEIVER ITEM 2: UHF M7 Series modem with GPS, 1-5 Watts, 9600bps, 450-480MHz, 12.5KHz RF(BNC) GPS(SMA) IP65 tuned 450-470 P/N: RV-M7-UC-GX QTY: 1 MFGR: RAVEON PERSONAL LOCATOR ACCESSORIES: ITEM 3: Power Supply QTY: 9 each P/N: PS-60 - Power Supply, AC, 12V, 5A, UL&CE with Connector for M7 Modem MFGR: RAVEON ITEM 4: Cable, PL, Serial Cable - Six (6) foot with DB9 Termination QTY: 1 P/N: 4C805-2-6 MFGR: RAVEON BASE STATION ACCESSORIES: ITEM 5: Six (6) Personal Locator Accessories QTY: One (1) each of the following: P/N's: (1) PS-60 - Power Supply, AC, 12V, 5A, UL&CE with Connector for M7 Modem (2) RT-CB-A1 - Automotive adaptor DC power cable, for use with RV-M7 series traceivers (3) RT-AN-B4503 - Antenna, base, omnidirectional Fiberglass UHF, 450- 460MHz. 44" overall length, duable gold anodized sleeve and cap, N female connector, 3dBigain (4) RT-ANFM2 - Heavy Duty Base Station Antenna Mounting Bracket (5) RT-AN-395 - 500 Watt Flange Mt, lightning arrestor with N-females (6) RT-AN-GP1 - Antenna, GPS, Magnet mount, SMA conn, 3.3V Note: Although the items above are identified as Raveon and identify Raveon part numbers, EQUIVALENT items that MEET or EXCEED the specifications and performance capabilities of the items identified ARE ACCEPTABLE. Offerors shall specify the warranty period for hardware. Total price must include shipping FOB Destination. Offerors shall provide at least the same warranty terms (including offers of extended warranties) offered to the general public in customary commercial practice. The expected delivery date is 90 days After Receipt of Order (ARO). The place of delivery, acceptance and FOB destination point is F4HBL1/Transportation Depot 2, 148 Electronic Parkway, Rome, NY 13441. The provision at 52.212-1, Instructions to Offerors - Commercial Items (JUN 2008), applies to this acquisition. (b)(10) No past performance information is required. (k) Central Contractor Registration. Offerors must be registered in the CCR database to receive a contract award. If the offeror does not become registered in the CCR database within 4 (four) days after receiving notification from the Contracting Officer, the Contracting Officer may proceed to award to the next otherwise successful registered offeror. EVALUATION PROCEDURE: Award will be made to the responsible offeror whose quote is the most advantageous based on Price and Technical Acceptability. The representations and certifications found in the provision at 52.212-3,Offeror Representations and Certifications -- Commercial Items (AUG 2009) and ALT I (Apr 2002) must be completed electronically on the Online Representations and Certifications Application (ORCA) website at http://orca.bpn.gov. Therefore, offerors are required to complete only paragraph (b) of this provision and submit it with their quote.
