Description
NAICS Code: 541620 The U.S. EPA intends to negotiate on a sole source basis, under the authority of FAR Part 6.302-1, with Rhithron Associates Inc, to provide Aquatic Fauna Identification and Measurement for the Shepherd Creek Best Management Practice Services within Twelve (12) monthsfollowing the award of contract with an optional second period, for the Office of Research & Development (ORD), National Risk Management Research Lab (NRMRL), Sustainable Technology Division (STD) located in Cincinnati, OH. EPA has identified Rhithron Associates Inc. as the only provider of commercial services able to meet the requirements of this procurement. Rhithron Associates Inc. is the only known source able to satisfy the Governments requirement because Rhithron Associates Inc. has unique capabilities that are specific to the taxonomist(s) on staff conducting the identification, and no other contractor with the required expertise and experience exists. This unique capability is essential for performance, because these new samples will be compared to those identified under the existing contract to determine how the Shepherd Creek assemblages differ from other streams within the county with various levels of urbanization disturbance. Consistency in taxonomic identification throughout the sampling period is critical to the successful completion of the project. This procurement will be accomplished under FAR Part 12 Commercial Procedures. Interested firms may identify their interest and capability to respond to the requirements. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Sources wishing to be considered MUST submit documentation to the office identified above. Documentation must be submitted within 15 calendar days of the date of publication of this notice.
