Description
Notice of Intent to Award a Sole Source Contract The Defense Threat Reduction Agency (DTRA) intends to award a sole source contract to the National Academy of Sciences (NAS) National Research Council (NRC) 2101 Constitution Avenue NW, Washington, D.C. 29418-0006, to provide scientific and technical policy supervision and other required administrative functions for the support of a NRC Research Associateship Program. There are three important objectives that must be kept in proper balance during the administration of the program. These objectives are: To provide postdoctoral scientists and engineers of exceptional promise and ability opportunities for research on problems that are compatible with DTRA RD-CB goals and mutually agreed upon by the Associate and the Research Adviser at the laboratory. To contribute to the general research effort of participating DoD laboratories and DTRA RD-CB-affiliated venues. To advance the recruitment and development of talented, new scientists and engineers to revitalize the workforce executing CBD-related research in DoD laboratories. The purpose of this contract is to operate a CBDP Research Associateship Program that provides support to doctoral scientists and engineers of proven achievement. These exceptional scientists and engineers will be given an opportunity to conduct research that is compatible with the mission of the CBD program. The RD-CB-sponsored CBDP Research Associateship program will benefit DTRA RD-CB, the award recipient, and the host laboratory. The statutory authority for this action is 10 United States Code (U.S.C.)2304(c)(1) or 41 U.S.C. 253(c)(1), as implemented by FAR 6.302-1, Only one responsible source. This action will result in a Cost Reimbursement contract with a five-year period of performance. This notice of intent to award a sole source contract is not a request for competitive proposals. There is no solicitation document. No RFP will be available for competitive proposals. Phone calls will not be accepted. Interested parties may express their interest and provide a capabilities statement via email no later than April 22 at 12:00 PM EST. A determination not to compete this proposed contract upon responses to this notice is solely within the discretion of the Government. The J&A will be posted upon completion of award.
