Description
This is a sources sought notice. No solicitation is being issued at this time. This notice is intended to provide initial notification of the Governments intent to recompete Military Language Instructor Augmentation Program. This contract will provide DLIFLC highly qualified personnel required for executing on-going language instruction requirements as Contract Military Language Instructors (Contract MLIs). Contract MLI provides subject matter expertise and experience related to language studies and augments the cadre of active duty military language instructors (MLIs). The Contract MLI shall conduct qualified instruction in language and military-related language subjects to Soldiers, Sailors, Airmen, Marines, and others who are attending resident basic and resident continuing education language courses in DLIFLC. The courses are 26, 36, 48 or 64 week intensive courses depending on the language. The majority of the work will be performed on site at Presidio of Monterey. The Contract MLI conducts classroom, laboratory, local immersion, and specialized foreign language instruction for general proficiency and specific military-related language skills, such as translation, transcription, gisting, two-way interpretation, the use of multi-digit numbers in and out of context, and the application of area studies and culture. Students are required to meet the minimum proficiency skill levels of 2/2/1+ in reading, listening, and oral proficiency respectively as set forth by the Interagency Language Roundtable (http://www.govtilr.org) via the Defense Language Proficiency Test. The Contract MLI will use the core teaching materials provided by each school in DLIFLC. The Contract MLI shall prepare authentic and supplemental materials to support the core teaching material. The Contract MLI will provide language counseling and evaluation as detailed below and advise students from all services on academic issues. The Contract MLI will evaluate students academic performance, classroom behavior, and advise school and military decision-makers as to students potential for success in the field. The following criteria establish individual qualifications of Contract MLI: Must be retired from the military when hired or active in the Reserve Component. Have a minimum of five (5) years experience using the target language in an enlisted military language specialty (i.e., 35M, 35P, IN3, CTI, 1A8, etc.). Graduated from DLIFLC from the language class to which will be assigned as an instructor. Possess a record of Defense Language Proficiency Test (DLPT) scores of 2+ in Listening Comprehension, 2+ in Reading Comprehension. Possess a score of 3 in Oral Proficiency Interview (OPI) conducted within 12 months either by DLI, American Council on the Teaching of Foreign Languages (ACTFL), or other Interagency Language Roundtable (ILR) equivalent. Successfully completed the DLIFLC Instructor Certification Course (ICC) or Instructor Recertification Course (IRC), NSA Adjunct Faculty Certification, or a military service instructor course. Have demonstrated strong leadership qualities throughout their military. Earned at least an Associate of Arts Degree, however, a Bachelors Degree or higher is preferred. Languages needed and priorities from highest to lowest are: Arabic with proficiency in MSA and at least one of Iraqi, Levantine, Egyptian or other Arabic dialect. Three (3) positions to fill. Chinese. Three (3) positions to fill. Pashto. Three (3) positions to fill. Persian-Farsi. Two (2) positions to fill. Korean. One (1) position to fill. The following languages have requirements but are to be filled only if other higher priority languages cannot be. They are listed from highest to lowest priority: Persian-Dari, Urdu, Russian, Tagalog, and French. The Military Language Instructor Management Officer (MLIMO) will review and adjust requirements prior to the outset of each option year. Uniform Requirements: The contractor shall provide uniforms to personnel who are authorized to wear a U.S. military uniform IAW appropriate service regulations (e.g., AR 670-1, MCO P1020.34G, AFI 36-2903, and Navy Uniform Reg. Articles 61001/61002). These contractor personnel or Contract MLI will present a neat, well-groomed appearance. Military uniform will not be provided at government expense. Contractor personnel or Contract MLI must wear a contractor badge at all times while performing duties at DLI and must possess a valid NAC-I clearance All interested parties should submit their information and a brief white paper discussing their capabilities to perform this effort to Sharon Wilson-Emmons at sharon.wilsonemmons@us.army.mil not later than 21 April 2010.
