Description
John D. Dingell VA Medical Center4646 John R Street Detroit, Michigan 48201 JUSTIFICATION AND APPROVAL TO PROCURE USING OTHER THAN FULL AND OPEN COMPETITION Based on the following justification, the use of other than full and open competition for the proposed contractual action is hereby approved pursuant to authority of 41 U.S.C. 253(C)(2) under FAR 6.302-2(a)(2). Only one responsible source and no other supplies or services will satisfy agency requirements. Justification 1.Identification of Agency and Contracting Activity The John D. Dingell VA Medical Center Contract Office at 4646 John R. Street, Detroit, MI 48201 requests approval of the following "Justification for other than full and open competition" to contract with Private Secretary, Inc. for a short term contract for medical transcription. 2.Nature/Description of Action This document sets forth the justification and acceptance approval for one of the exceptions to full and open competition allowed under Federal Acquisition Regulation Part 6.302-2(a)(2). 3.Description of Supplies/Services Medical Transcription Services for Detroit VAMC. The long-term contract has expired and the new contract solicitation for a consolidated VISN contract has not yet been issued. The estimated cost for the six (6) month period is $60,000.00. 4.Identification of Statutory Authority The statutory authority permitting other than full and open competition is 41 U.S.C. 253(C)(2). 5.Demonstration of Contractors Unique Qualifications Private Secretary, Inc. is the current transcription provider to the Detroit VAMC. This is a significant factor in the decision to sole source. A short-term contract on a sole source basis is need to provide that uninterrupted coverage/continuity of care until a new long-term contract can be competed and awarded. Changing contractors twice in a six-month period would impact availability of information needed by physicians to make informed patient care decisions.
