- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number TMO1001 is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through the current Federal Acquisition Circular. The associated NAICS code is 488991. Targets Management Office (TMO), Redstone Arsenal, AL, has a requirement for two (2) speaker systems that can each provide a volume of 110dB, can be mountable on the exterior of a vehicle, be durable for rugged terrain and are weather proof. The system must be delivered for installation by 15 May 2010. The TMO supports multiple customers and test events each year and requires a speaker system which can be used in off-road terrain during all types of weather. PLEASE SEE ATTACHMENT FOR FURTHER DETAILS. The Government anticipates awarding of a Firm Fixed Price contract. The evaluation factors for this RFQ are technical capability, delivery, past performance and price. The Government intends to make award based on best value. Best value means the expected outcome of the acquisition that, in the Governments estimation, provides the greatest overall benefit in response to the requirement. The Government intends to award one contract as a result of this solicitation; however, the Government reserves the right to award no contract at all, depending on the quality of offers submitted. An offer will be considered non-responsive if technical acceptability and delivery are not met. The following Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) provisions and clauses apply to this acquisition: FAR 52.204-7 Central Contractor Registration; FAR 52.212-1, Instructions to Offerors Commercial Items; FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items. An offeror shall complete only paragraph (j) of this provision if the offeror has completed the annual representations and certificates electronically at http://orca.bpn.gov. If an offeror has not completed the annual representations and certifications electronically at the ORCA website, the offeror shall complete only paragraphs (b) through (i) of this provision; FAR 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. As a condition of receipt of this contract, the Contractor agrees to implement the Department of Defense web-based software application, called Wide Are Workflow Receipt and Acceptance (WAWF-RA). This application allows DoD vendors to submit and track invoices and Receipt/Acceptance documents electronically.
