- Location: Rural Business Cooperative Services Title: Recovery- Temporary Administrative Assistance Description(s): THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTOS UNDER GSA SCHEDULE 874 - Mission Oriented Business Integrated Services (MOBIS) Rural Development (RD) is issuing this competitive Request for Quotation (RFQ) to solicit MOBIS contract holders for the purpose of entering into a Task Order under the successful firm’s Schedule contract. The awarded contract will be funded in whole under the American Recovery and Reinvestment Act. The awardee shall comply with the reporting requirements mandated by FAR Subpart 4.15 and FAR clause 52.204-11, American Recovery and reinvestment Act- Reporting Requirements. By reference, FAR Clause 52.204-11, American Recovery and reinvestment Act-reporting requirements, is incorporated in its entirety into this RFQ. Rural Business Cooperative Services (RBS) requires contract project manager services to commence immediately upon procurement. RBS requires two (2) project managers. Performance is expected to require an average of 40 hours per week for each project manager through September 30, 2010. The Contractor shall provide labor services that may include, but not be limited to the following: • Analyzing and reporting data relating to program operations • Assisting with the setup and retrieval of data sets in various electronic repositories • Writing job descriptions • Distributing and archiving reports • Recording minutes from meetings • Monitoring, reviewing, and reporting, data gathered from meetings • Writing policy statements and procedures for audit management and maintenance • Developing specifications and setting up an audit database • Monitoring progress of Performance Plan implementation • Monitoring project lists • Coordinating project • Obtaining copies and maintaining lists • Writing Performance Standards • Maintaining staffing lists • Managing responses to audit reports • Managing small projects • Developing marketing data • Researching and writing reports A NACI CLEARANCE IS NOT REQUIRED. THE NEED FOR A NACI CLEARANCE HAS BEEN REMOVED. Must be proficient in the use of Microsoft Office, particularly Excel and/or Access to develop and modify spreadsheets. These services will be procured under the Recovery and Reinvestment Act of 2008. Award will be based upon price and overall best value to the Government. The Government anticipates award of a Firm-Fixed Price type contract.
