- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Combination Synopsis/Solicitation Solicitation Number: W9124R-00710100 Response Date: 15 April 2010 This is a combined synopsis/solicitation (CSS) for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6 Acquisition of Commercial Items and FAR Part 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Request for Quotes (RFQ) are being requested and a written solicitation will not be issued. This requirement is being issued under FAR 13 Simplified Acquisition Procedures. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-39, effective 19 Mar 2010 and Defense Federal Acquisition Regulation Supplement (DFARs), 1998 edition, Current to DCN 20100324. It is anticipated that payment will be made by Government Visa Payment Card. This requirement is a 100% small business set-aside with the North American Industry Classification System (NAICS) is 326291 with a size standard of 500 Employees. This solicitation contains Contract Line Item Number (CLIN) 0001 - Quantity 8 each Rubber track to fit M973AI SUSV, (CLIN) 0002 Quantity 60 each SUSV road wheels coated with cold weather proven polyurethane wear coating. Track Specifications: 1.Track must fit original Hagglunds, M973A1 undercarriage. 2.Rubber molded track with additional tread block, between cross track blocks, to reduce vibration, slippage on side slopes and increase contact surface area on firm ground. 3.Wider wear tread bar to provide improved traction and less abrasion. 4.Zig Zag cross track block tread bar pattern to reduce slippage on side slopes. 5.Reduced wheel guide thru bolt holes for better track durability and decrease hole cracking. 6.Thru bolt holes recessed higher than ground contact surface to avoid premature hole cracking. 7.Metal, two bolt wheel guide with smooth rounded edges to help prevent premature track damage. Road Wheel Specifications: 1.New or fully reconditioned serviceable SUSV aluminum road wheel using a proven 95A Polyurethane molded wear coating. 60 cores for the wheels are available for exchange or for servicing whichever is most beneficial and cost effective. If new wheels are offered they shall be made with the same material and specifications stated below. 2.The original 15 wheel cores will be cleaned & inspected for serviceability stripped of the original rubber covering and machined to accept the new coating. 3.The 95A Black polyurethane coating will be heat molded to the outer circumference of the resurfaced aluminum wheel. 4.The durable polyurethane wear coating will be approximately 5/8 thick on the wheel. 5.The width of the polyurethane wear surface, covering the wheel, will be approximately 1-7/8 inch, extending approximately 1/8 inch over the outside machined edge of the outer side of the wheel to serve as a wear surface for the metal track guides. This extension prevents metal to metal contact when in operation. 6.The molded polyurethane coating will be machine finished to a smooth flat surface on both sides and top. 7. The corners will be uniformly machine rounded to fit the track guide spacing. Contractor shall deliver 8 tracks and 60 road wheels to Cold Regions Test Center, Building 605, Fort Greely, Alaska 99737. Due to CRTC maintenance schedule, the tracks and wheels shall be delivered by May 15 2010. Offers shall be clearly marked with RFQ number # W81Y7G00710101 and emailed to the point of contact listed below no later than 15 April 2010 by 12:00 P.M. Mountain Standard Time (MST). An offeror shall complete only paragraph (b) of FAR 52.212-3 if the offeror has completed the annual representations and certifications electronically at the Online Representations and Certifications Application. FAR 12.603(c)(2)(viii) A provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition and a statement regarding any addenda to the provision. FAR 52.212-4 Contract Terms and Conditions Commercial Items (Mar 2009) apply to this acquisition and specifically addendum 52.247-34 FOB Destination (Nov 1991). FAR 52.212-5 Contract Terms and Conditions required to Implement Statues or Executive Order Commercial Items (Dec 2009) apply to this acquisition.
