This sources sought synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.crane.navy.mil/acquisition/homepage.htm. The NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Acquisition webpage serve as alternatives if the FBO website is unavailable. MARKET SURVEY- SOURCES SOUGHT SYNOPSIS: The Government is issuing this sources-sought announcement as part of a market research effort to support a vendor presentation of an Improved Flash Bang Grenade (IFBG). The Government is interested in viewing presentations and receiving any additional information regarding an IFBG. The Government has included as attachments, safety, physical, functional, and environmental requirements that an IFBG should meet, a vendor questionnaire, and a specification. The United States Special Operations Command (USSOCOM) is seeking sources capable of providing an Improved Flash Bang Grenade (IFBG). Current conventional pyrotechnic flashbang grenades are diversionary devices that provide a tactical advantage by temporarily creating psychological and physiological conditions designed to incapacitate personnel while minimizing fatalities, permanent injury to personnel, and undesired damage to property and the environment. These devices may generate an instantaneous combination of sound, light, and/or pressure that distracts or diverts the subject by temporarily causing confusion or disorientation. The Government will be hosting an Industry Day on 25 and 26 May 2010 in Bloomington, Indiana at the Courtyard Marriott Hotel. Firms are invited to present their proposed ideas and solutions to the requirements. Contractors will be allowed a 30 minute presentation slot, after which a 15 minute Q&A session will occur. Firms wishing to present are asked to contact Mr. Wade Roark telephone: 812-854-5422, email: wade.roark@navy.mil, NSWC Crane Division, by COB 13 May 2010 to reserve a presentation slot. Due to proprietary concerns of the presenting firms, briefers will be asked to wait until their time to present to arrive, and leave immediately following their presentation. Contractors must be properly registered in the Government's Central Contractor Registration (CCR) and in the Joint Certification Program (JCP) in order to receive the three attachments. Offerors may obtain information on CCR registration and annual confirmation requirements by calling 1-888-227-2423, or via the internet at www.ccr.gov. Information about the JCP is located at http://www.dlis.dla.mil. The attachments will be posted to FedBizOpps at the same time the synopsis is posted. FedBizOpps may be accessed at http://www.fbo.gov. Interested contractors must be registered in the Government's Central Contractor Registration (CCR) and in the Joint Certification Program (JCP) in order to receive the attachments. This sources sought synopsis does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the Government to issue a formal solicitation or ultimately award a contract. The U.S. Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement or incurred for participation in Bloomington, IN will NOT be reimbursed.
