- This is an amendment to a previously synopsized requirement. This amendment is necessary to remove the requirement for Government Furnished Material, as previously announced in Amendment 1 on 04/06/2010. The Government will not be responsible for purchasing, supplying, and delivering the paving material. The contractor will once again be responsible for purchasing, supplying, delivering, and applying the paving material for this project. The magnitude of construction is reverted back to "$100,000 to $250,000." RECOVERY - THIS IS A PROJECT UNDER THE AMERICAN RECOVERY AND REINVESTMENT ACT. This project is for a contractor to resurface the Spruce Mill Trail within Fort Vancouver National Historic Site in accordance with the solicitation project specifications. The contractor will be responsible for the purchase, delivery, and application of a specified brand name product, to create a natural-looking paved pathway (Spruce Mill Trail). The end result will be a new pathway that looks identical to the existing pathways at the Historic Site, both in texture and color, using the same product and application process as was used previously for the purpose of maintaining a cohesive trail system. The Spruce mill trail is approximately 10 feet wide by 2,300 feet long, and includes the following: minor blading, shaping, leveling, and compaction of existing gravel subgrade; in addition to placing, and compacting construction grade aggregates and paving resin mix surfacing course; and applying a compatible fog seal. NAICS code is 237310. The small business size standard is $33,500,000. The estimated price range for this project is between $100,000 and $250,000. This project is being solicited and awarded in accordance with the Small Business Competitiveness Demonstration Program, Public law 100-656, and is open to both large and small business concerns. The solicitation with specifications, site photo, and wage rates will be posted to the websites http:///www.fbo.gov and http://ideasec.nbc.gov on or about April 7, 2010 with a response date 30 days thereafter. A pre-proposal conference/site visit will be held at the time and place specified in the solicitation (Section L). A negotiated firm-fixed price contract will be awarded requiring submission of both a technical and a price proposal. The Government will consider an offeror's technical capability in comparison to its price. To receive the solicitation package, you must download it from http://ideasec.nbc.gov.
