Description
The U.S. Environmental Protection Agency (EPA) intends to award a Sole-Source contract to General Atomics Electronic Systems, Inc. (GA-ESI), 4949 Greencraig Lane, San Diego, CA 92123, for sixteen items for the repair of RadNet Fixed Monitors. The associated North Industry Classification System (NAICS) is 334519 and the business size standard is 100 employees. The required items are spare parts and hardware components of a highly specialized analytical system that includes proprietary software. The current analytical system, was acquired in 2008, and added components were acquired with full and open competition. These systems are under a one year warranty by GA-ESI. EPA requires spare parts for repair of RadNet monitors that have exceeded their one year warranty. The specified spare parts to be acquired are produced by GA-ESI specifically for use in the RadNet Fixed Monitor Systems. Neither these nor equivalent components are available from other sources. The EPA believes GA-ESI is the only vendor capable of satisfying the Agency's requirements. The circumstances permitting Other than Full and Open Competition Justification is FAR 6.302, "Only one responsible source and no other supplies or services will satisfy Agency requirements." The intent of this synopsis is to determine if any source(s) exists and, therefore, no Request for Proposal (RFP) is available. Consequently, any response(s) failing to provide a capability statement but instead choosing to merely submit a routine letter requesting a copy of the RFP will not be honored. All interested parties must respond within 15 days (April 23, 2010) of the date of this announcement to William A. Newby, at 109 T.W. Alexander Drive, Research Triangle Park, NC 27711 (Mail Code: E105). Interested vendors shall: 1) include information on the proposed services which clearly supports the requirements outlined above; 2) fully explain your capabilities and qualifications and; 3) provide itemized pricing that is sufficient to make a determination that competition is feasible. Response to this synopsis must be made in writing. No telephonic or faxed request will be honored.
