Office of Acquisition / Government-wide Point of Entry Synopsis Information of Intent to Acquire Using Other than Full and Open Competition Date: April 07, 2010 Action: Announcement of Intent to Acquire Using Other than Full and Open Competition Program Title: TSA Enterprise Logging Management Solicitation Number: HSTS0310QCIO566 Program Office: TSA Office of Information Technology / IT-Security PSC Code: D307 - Automated Information Systems Design and Integration NAICS Code: 541519 - Other Computer Related Services Contracting Office Address: Department of Homeland Security, Transportation Security Administration, Headquarters TSA, 601 S. 12th Street TSA-25, 10th FL, Arlington, VA 20598-6025 Description: The Transportation Security Administration (TSA) intends to contract using other than full and open competition in providing an Enterprise Log Management system (ELM). The current vendor will supply both 90-day online and 7-year offline data storage for the agency's security audit logs, a requirement uniquely suited for the current TSA Security Operations Center provider. At present, the TSA Security Operations Center (SOC) is the natural aggregation point for all security logs. Assigning the balance of TSA's Enterprise Log Storage to the current TSA SOC Provider constitutes the most efficient and effective use of Government resources, inasmuch as the collection and logging of events is already being accomplished at the SOC on a limited basis. The Period of Performance on this action would run from September 1, 2010, through August 31, 2015. Accordingly, TSA intends to award a contract to: Systems Research and Applications Corporation [SRA] 4300 Fair Lakes Court Fairfax, VA 22033 This contract will address the requirements of the TSA Office of Information Technology / IT-Security Division, specifically with the purpose of providing a full level of Service and Support for Enterprise Log Management at the TSA Security Operations Center [SOC] in Ashburn, VA. Functional requirements for the Enterprise Log Management System solution shall include the professional services required for the installation and configuration of the solution, and the need for ongoing vendor-supplied maintenance and support. The Enterprise Log Management (ELM) system will be installed in the Security Operations Center (SOC) network enclave and will collect log data from event sources within the Transportation Security Administration Network (TSANet) General Support System (GSS) and Infrastructure Core Servers (ICS) GSS enclaves. The event sources exist within semi-trusted and trusted zones within the TSANet. The system must be capable of storing 40 TB of log data in online storage and 1 Petabyte of log data in offline storage. Average incoming data rate across a normal utilization cycle will not exceed 5.5 Mb/s, but peak utilization can be expected to exceed this amount. The system must be capable of retaining security audit logs for a period of 90 days in online storage and 7 years in offline storage. In addition, the ELM system shall have the capability to leverage vendor provided reports, create reports, and easily modify reports for management uses, team uses, and specific end user requirements. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This Notice of Intent is not a request for competitive proposals. However, all responses received thirty days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
