- Non-Personal Commercial Services. The Contractor shall furnish all personnel, equipment, facilities, supplies, services and materials to perform the required services; which include all related services for preparation and movement or drayage of outbound (Schedule I), Inbound (Schedule II), and intra-city/intra area (Schedule III) shipments of personal property for military members and civilian employees. Area of performance includes the Oklahoma counties of: Cherokee, Leflore, Sequoyah, Adair, Craig, Delaware, Mayes, Nowata, Ottawa, and Rogers. Arkansas counties in the area of performance include: Benton, Boone, Carroll, Madison, Newton, Washington, Crawford, Franklin, Johnson, Logan, Montgomery, Polk, Pope, Scott, Sebastian, and Yell. The applicable North American Industrial Classification Systems (NAICS) code is 488991 (Packing & Crating), Small business size standard is: $25.5 million. This requirement will be set aside for small business. All responsible sources may submit an offer that will be considered. Award of a Firm Fixed Price (FFP) Requirements contract will be made to an eligible small business concern. Services shall be procured pursuant to the regulatory direction of FAR Part 12, Acquisition of Commercial Items and FAR Part 13.5, Simplified Acquisition Procedures. The expected award will consist of one base period of performance (1 July 2010 thru 30 June 2011) and may include up to four option periods of performance. There is no guarantee that any option period of performance will be exercised. The entire solicitation package will be made available on the Federal Business Opportunities (FedBizOpps) website at http://www.fedbizopps.gov/, Army Single Face to Industry (ASFI) website https://acquisition.army.mil/asfi/ and the Fort Sill Directorate of Contracting homepage at http://sill-www.army.mil/doc/. Requests for copies of the solicitation package by any other means will not be honored. Potential offerors are responsible for monitoring the FedBizOpps, ASFI, and Directorate of Contracting websites for the release of the solicitation package or subsequent solicitation amendments. The RFP will be issued on or about April 26, 2010. The closing date for submission of offers will be on or about May 26, 2010, 4:00 p.m. Pursuant to FAR 4.1102 (a), prospective contractors shall be registered in the Central Contractor Registration (CCR) database prior to award of contract. Contractors are encouraged to obtain further information on CCR registration at the following website: http://www.ccr.gov/. This announcement does not obligate the Government to award a contract nor does it obligate the Government to pay for any bid/proposal preparation costs.
