- The Department of Veterans Affairs VA Palo Alto Health Care System, Palo Alto, CA is seeking Architectural/Engineering Firms to submit Standard Form (SF) 330 to develop Construction and Demolition Documents for Project 640-380, design the demolition and replacement of the existing Building 7, E wing, SCI inpatient unit at its Palo Alto Facility located at 3801 Miranda Ave, Palo Alto, CA. The successful Architect/Engineering firm will provide to all necessary design and construction documents for demolition of the existing Building 7 E wing and the construction of a new 15,000 BGSF SCI patient unit. The AE design period of service will include two phases: Phase 1: The first phases, the AE will prepare demolition documents for the existing Building 7 E wing after completing field investigations to effectively reroute existing Building 7 site utilities to ensure that the programs remaining in other areas of the building are not adversely impacted during demolition and construction. Phase 2: The second phase, the AE will design a 15,000 GSF SCI inpatient unit that will be designed to VA's SCI design guide. The SCI Design Guide can be found on the Office of Construction and Facilities Management's Technical Information Library (www.cfm.va.gov). Patient lifts, medical gasses, emergency power have been included in the scope of this project. The unit design will include outdoor patient courtyards that are both interior and exterior to the new SCI inpatient unit. For planning purposes, the space program will include 15-20 patient rooms and will be driven both by budget and the 15,000 BGSF program size. In addition to patient rooms, the program also includes but not limited to nursing stations, dining rooms, day rooms, treatment and therapy rooms, offices and support facilities including dirty and clean utility rooms, storage and engineering and IT support functions. The elements of the project shall have an architectural style and aesthetic appearance to Building 100 and other buildings currently under construction on the Palo Alto campus. Site work, exterior revisions, landscaping and parking is included in the scope of this project. Prime AE firm shall have, at least, the following licensed/registered specialty disciplines as members of the firm, or team, with demonstrable expertise in their respective fields: Structural, Mechanical, and Electrical, Fire Safety Engineers, Cost Estimators and experience working in a Health Care Environment. No firms will be considered unless an application consisting of a completed SF-330 Parts I and II is received by the VA at the address and date specified below. Five (5) copies of the SF 330 are required. SF-330, Part I may be accompanied by any other evidence of experience and capabilities the applicant considers relevant. A separate SF-330, Part II shall be submitted for each proposed consultant's office involved. Selection of firms for interviews and negotiations shall be through an order of preference based on demonstrated competence and qualifications necessary for the satisfactory performance of the type of professional services required, that include; (1) past performance capabilities of the firm and its proposed designers; (2) specialized experience and technical competence; (Health Care Design, Spinal Cord Injury Design Experience), (3) capacity to accomplish the work in the required time; (4) past performance on contracts with respect to cost control, quality of work, and compliance with performance schedules; (5) geographical location (firms are restricted to a 100 mile radius of the Palo Alto facility) and knowledge of the locality of the project, provided that application of the criterion leaves an appropriate number of qualified firms, given the nature and size of the project. Firms that meet the requirements described in this announcement are invited to submit required SF 330's by close of business May 10, 2010, to the following: Mr. Philip Lewis, Supervisory Engineer, Engineering Service (138), VA Palo Alto Health Care System, 3801 Miranda Ave., Palo Alto, CA 94304. There will be an informational meeting at the Palo Alto Facility on April 26, 2010 from 10:00am - 11:30am in Building 101, Room A2-200. Project scope and site will be discussed. It is the intent of the Contracting Officer to make a single firm-fixed price contract award under this solicitation (VA-261-10-RP-0116).
