- NAICS Code: 511120 The U.S. Environmental Protection Agency (EPA) Office of Air and Radiation (OAR), Office of Atmospheric Programs (OAP), Climate Protection Partnerships Division (CPPD), ENERGY STAR Residential Branch (ESRB) intends to award a sole source fixed-price purchase order underthe authority of Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures to Home Energy Magazine, in Berkeley, CA. The purpose of this acquisition is to produce a series of home performance and retrofit articles in the bi-monthly issues of Home Energy Magazine, plus annual compilation of these and other articles reprinted in the form of an Home Performance Contractor's Guide. Since 1984, Home Energy Magazine has been the premiere source for practical advice on energy efficiency building technologies, appliances, health and safety issues, business strategies for home performance contractors, green building news and water conservation. Home Energy Magazine delivers authoritative articles on every aspect of residential energy and water efficiency. It is the leading magazine to thoroughly cover residential energy and utility issues to those practitioners in the field. Their readership covers the target audience for this initiative. The Department of Energy (DOE) and EPA have collaborated on other special editions of Home Energy Magazine in the past, featuring stories of successful contractors who provided business guidance and support. These special editions were widely distributed and continue to be a resource for contractors and energy efficiency program implementers. Home Energy Magazine is the leading publication covering minimizing the environmental impact of homes from the whole house perspective. The DOE & EPA's collaborative effort on these articles and Guide will help increase demand for Home Performance with ENERGY STAR by growing a competent contracting base that can deliver whole house services with business best practices that ensure longevity. Ultimately, this guide will help increase the potential for a reduction in greenhouse gas emissions via more energy efficient existing homes. This in turn promotes the Climate Protection Partnership Division's goal of reducing U.S. domestic emissions of greenhouse gases. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Notwithstanding, any firm that believes it is capable of meeting EPA's requirement as stated herein may submit a capability statement, which if received within ten (10) calendar days of the date of this announcement will be considered. Responses to this posting must be in writing and provide clear and convincing evidence that competition would be advantageous to the Government. A determination not to compete the proposed purchase order based upon the responses to this notice is solely within the discretion of the Government. All questions should be directed to Sharron K.
