- RECOVERY - PER FAR 5.7 THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY THEREFORE FAR 5.203 DOES NOT APPLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO THE CONTRACTOR UNDER THE CURRENT CONTRACT NUMBER GS-04P-09-EX-C-0077. This modification is to increase ARRA funding on the firm, fixed-price Guaranteed Maximum Price (GMP) contract in the amount of $1,114,216. This Contract Award was posted to FBO on July 28, 2009. The American Recovery and Reinvestment Act of 2009 was created to preserve and create jobs and promote economic recovery. The Robert Smith Vance Federal Building and U. S. Courthouse has been selected in support of this Recovery Plan. The Modernization of the Robert Smith Vance Federal Building seeks to lower energy usage, improve environmental performance, increase on-site storm water management, improve indoor environmental quality, occupant health and productivity, maximize energy efficiency and cost savings while strengthening the local economy and keeping this building affordable in the long term. In an effort to achieve these goals, the original GMP solicitation strived to anticipate and accommodate all aspects of the Modernization efforts. The award was designed to permit ongoing discussions and negotiations throughout the development of the design and specifications. Inherent in this type of contract are numerous uncertainties that do not permit costs to be estimated with sufficient accuracy. At the time of solicitation and award, the design had not yet commenced. The award of a GMP contract, without a design in place, was anticipated to be adjusted to reflect conditions that may occur after refinement of the design. Such a living award document is necessary during the refinement of the scope of work. It has now been determined that the Statement of Work requires further development in obtaining the modernization of the Robert Smith Vance FB & CH. Consequently, the scope is hereby increased to support the Modernization efforts and an increase in the GMP is a fundamental component of this undertaking. As such, the GMP is hereby modified in the amount of $1,114,216.00.
