Description
RECOVERY: The USDA Forest Service, Plumas National Forest (hereafter "the Government," "the Forest Service," or "the Plumas National Forest (NF)"), announces an opportunity for Cascade Trail Bridges construction project using funds from the 2009 American Recovery and Reinvestment Act (ARRA). This acquisition is being advertised as FULL AND OPEN COMPETITION and any resultant firm-fixed price contract award will be issued pursuant to FAR Part 19, Subpart 19.10, Small Business Competitiveness Demonstration Program. In accordance with FAR Part 36.204(b), the estimated magnitude of construction is between $25,000 and $100,000. Performance time with be 60 Calendar Days after issuance of the Notice to Proceed. The applicable North American Industry Classification System (NAICS) Code is 237310. The Small Business Administration size standard is $33.5 million. Contractors are required to be actively registered with the Central Contractor Registration (CCR) system and the Online Representations and Certifications Application (ORCA). THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. No reimbursement will be made for any costs associated with providing information in response to this synopsis, the pending solicitation or any follow up information requests. The solicitation with supporting documents (if any) will be posted to the FedBizOpps website on or about April 23, 2010. No hard copies of the solicitation, supporting documents and applicable amendments, if any will be provided. To receive the entire solicitation package and any applicable amendments, prospective offerors must download them from the FedBizOpps website. The contractor shall provide all management and project administration services, quality control, logistical support, vehicles, labor, equipment and materials to complete the project on time and on schedule. The scope of work consists of the supply and installation of two trail bridges on a trail near Quincy California. Work shall include mobilization, structural excavation, and structural backfill. The contractor will be required to install footings doweled into bedrock. Due to the location, the bridge components will need to be brought in by helicopter. Project is located in Section 26, T 25 N, R 9 E adjacent to Spanish Creek. Project is reached by traveling north on SR 70 from Quincy CA, five miles to PC road 416. Then on PC 416 about one mile to FS road 25N48 and continuing on to the trail head.
