Description
The Naval Air Warfare Center Weapons Division China Lake CA intends to procure on a 100% Small Business Set-Aside basis, a Labor Hour/Firm-Fixed Price contract for counseling and testing services. The resulting purchase order will be awarded utilizing FAR Part 12 Acquisition of Commercial Items and 13.5 Test Program For Certain Commercial Items. The NAICS is 624190 and the size standard is $7M. The period of performance will be a base of one year with four, one-year options. Performance for the base year will be 1 May 10 through 30 Apr 11 for China Lake, CA. and 16 Sept 10 through 30 Apr 11 for Point Mugu, CA with options available through 30 Apr 2015. The Government reserves the right to issue one or more purchase orders. If two purchase orders are issued, it will be based on locations, one for China Lake, CA and the other for Point Mugu, CA. The services required are professional counseling and testing for the Civilian Employee Assistance Program (CEAP) of the Naval Air Warfare Center Weapons Division (NAWCWD) for the China Lake and Point Mugu CA sites through a full scope out patient mental health facility. For China Lake, the services will be performed at the Naval Air Weapons Station and within the city of Ridgecrest, CA. For Point Mugu the services will be performed both on the Naval Base Ventura County at Point Mugu and within the community areas. The services shall include management referrals, psychological testing, crisis counseling/emergency referrals, workplace violence and critical incident stress debriefing. Complete description of the services will be provided in the Performance Work Statement which will be available with the Request For Quotation (RFQ), when it is released. The RFQ and associated documents will be issued on or about 12 Apr 10 and close 23 APR 10.
