- RECOVERY - The Treasury Accounting Symbol (TAS) associated with this project is TAS::12 1073::TAS. One or more of the items under this acquisition is subject to the World Trade Organization Procurement Agreement Free Trade Agreements. The work will consist of construction activities on both the north and south sides of Thompson Ditch between Seventh Street and US41 and will include the construction of approximately 5,000 lineal feet of compacted earth dike with fill heights up to seven (7) feet. The major items of work include approximately 45,740 CY of common excavation, 36,890 CY of compacted earthfill, furnish and installation of fourteen (14) drainage structures ranging in size from 12 inches to 48 inches including corrugated polyethylene smooth interior dual wall pipe, drain basins, flared end sections, aluminum flap gates and concrete headwalls, placement of 166 tons of revetment riprap and seeding of approximately 17 acres. A borrow source is provided. The contractor is responsible for disposal of unsuitable earthen material, sod, all cleared material including stumps, and other excavated materials including woody debris, asphalt, pipes, concrete and other foreign materials, etc. The larger non-utility structures to be removed by the contractor include a pole barn and a garage. The construction contract also includes performance of contractor quality control, furnishing a field office and construction survey for layout, control and measurement of the work. The duration of the contract is approximately 120 calendar days from notice to proceed. Any contract resulting from this solicitation will be a firm fixed price contract. This solicitation is issued on a full and open basis. Magnitude of proposed construction is between $500,000 and $1,000,000. The North American Industry Classification is 237990 and the size standard is $33,500,000. The solicitation package will be issued as an Invitation for Bid and will be available for downloading from the Federal Business Opportunities website at www.fedbizopps.gov on or around April 26, 2010. The site visit and discussions are scheduled to start at 10:00 am local time on Thursday, April 29, 2010 at the Vigo County Fairgrounds-4H Building, 3901 S. US HWY 41, Terre Haute, IN 47807. Specifications and drawings will be posted at this website and available for downloading. Notification of any changes to this solicitation (amendments) shall be made only on the internet. It is therefore the contractor’s responsibility to check the above listed web address daily for any posted changes to this solicitation. Downloading from the internet is free of charge; however, specifications and drawings may take a considerable amount of time to download. Telephone and fax requests will not be accepted. The closing date for bids is May 26, 2010 at 2:00 pm local time at the following address: NRCS, 6013 Lakeside Boulevard, Indianapolis, IN 46278. Bids will be opened on May 27, 2010 at 10:00 am local time at the following address: Vigo County Fairgrounds-4H Building, 3901 S. US HWY 41, Terre Haute, IN 47807. No bids will be accepted after 2:00 pm local time on May 26, 2010 or at bid opening. A bid bond is required. The requirement for the submission of both performance and payment bonds, in an amount equivalent to 100% of the award price, shall be applicable; therefore, the successful firm shall have the capability to acquire such bonding. The Davis-Bacon Act Wage Determination IN100006 dated 3/19/2010 will apply. Telephone and fax inquiries will not be honored. The first step to registering is to obtain a Data Universal Numbering System (DUNS) number, which is a unique nine-character identification number provided by the commercial company Dun and Bradstreet (D&B). To request a DUNS number call D&B at the toll free number 1-800-234-3867 or register on-line at http://www.dnb.com/ccr/register.html. Obtaining a DUNS number through this process is free of charge. It behooves anyone who is submitting a quote to begin this process as soon as possible since it can take several days to complete. Failure to register by close of business on the third day after notification of possible award by the Contracting Officer may cause rejection of your offer. Prospective contractors also must complete electronic annual representations and certifications at http://orca.bpn.gov in conjunction with required registration in the Central Contractor Registration (CCR) database. (See FAR 4.1102 and 4.1201). Prospective contractors shall update the representations and certifications submitted to ORCA as necessary, but at least annually, to ensure they are kept current, accurate, and complete.
