- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. The Request Quotation number is W911W4-10-T-0061. This solicitation documents and incorporates provisions and clauses that are in effect through FAC 2005-29, dated 19 January 2009.It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The NAICS code is 611699, the Small Business Standard is $7.0 MIL. This requirement is 100% small business set aside. The 704th MI Group requests responses from qualified sources capable of providing: CLIN 0001 through CLIN 0005 (Basic Year plus 4 Option Years): tactical medical training in accordance with the statement of work below: Performance shall begin third and fourth quarter fiscal year 2010. Three training iterations are required per training period for a total of six training iterations. Place of performance: Contractor's Facility or suitable military training facility. If no military facilities are available for the performance of training, the contractor must maintain a facility within 400 miles of Fort George G. Meade, MD. PERFORMANCE WORK STATEMENT (PWS) 704th MI Group Pre Deployment Tactical Training 1.0 MISSION OBJECTIVE: The 704th MI BDE has executed RFF & WIAS missions that fall outside its normal mission set. These missions have been executed without an increase in resources or infrastructure. To adequately train soldiers to meet these requirements the 704th has employed contract vendors to execute training. The Brigade has used the available training at the CRC and has found based on AARs from deployed units and the Soldiers who have attended the training that it does not adequately prepare them for the tasks that will be accomplished in theater. In efforts to save money the BDE has extended deployment durations on some missions, reevaluated requirements for others, and has reduced the number of personnel deploying. Consolidating training under one organization and streamlining requirements will cut the cost in half and create a single standard. The objective of this training course is required by military personnel in order to fulfill their training requirements for deployment. The tactical vehicle operators course is given to all globally-sourced teams and enhances their operational readiness. The overall course objective shall be designed to enhance our war fighters capabilities in order to succeed and win on the battlefield. 2.0 PERFORMANCE REQUIREMENTS: The contractor must provide a course of instruction that complies with the following regulations (this listing is not all inclusive and subject to change): 2.1 Applicable Army Field Manuals (FM). a. TM 9-1005-317-23&P - Technical Manual Unit and Intermediate Direct Support Maintenance Manual Including Repair Parts and Special Tools List - Pistol, Semiautomatic, 9MM, M9 2.5 Established training schedule & Letter of Instruction for each. 2.6 Systems Approach to Training Manual (SAT Process). 2.7 Established Master Lesson Files and 704th MI Group procedures for weapons and tactical vehicle operations training. 3.0 TRAVEL: Travel may be required in performance of this PWS. All travel must be approved prior to with the contracting officer. Contractor will be reimbursed for actual cost incurred in accordance with the (Joint Travel Regulation (JTR). A trip report shall be submitted to the COR NLT 48 hrs after completion of travel. 4.0 SECURITY: The Contractor shall provide security to a level necessary to meet the requirements of the tasks requested. Contractor's work effort shall not be above the level of SECRET. Contract personnel shall retain a SECRET level clearance for the duration of the contract. 5.0 GOVERNMENT FURNISHED PROPERTY: The 704th MI Bde shall provide or arrange: 5.1 Transportation for personnel being trained to and from training location. 5.2 All Army required personal protective equipment for training (i.e. ACH, IOTV, eye protection, etc.) 5.3Lodging and logistical support to personnel attending training. 5.4 Rations and water 6.0 DELIVERABLES: The 704th MI BDE requires three (3) different training packages in order to meet the training requirements for its Soldiers that deploy on various missions. Training packages will include one or more of the following: Drivers training, advanced weapons training, and advanced medical training. The contractor will develop in conjunction with the 704th MI Bde the three (3) distinct packages to meet the requirements of the different mission sets. The contractor shall submit recommendation to training packages as each iteration of training is conducted to further refine the quality and effectiveness without changing the cost of the training. The contractor will additionally develop a Program of Instructions (POI) for a refresher training package that is similar to training package 1. List below provides the details associated with the deliverables. 6.1 TRAINING PACKAGE 1 Training Package 1 consists of advanced weapons training, drivers training, and advanced medical training. This package will be required for four (4) iterations of 10 personnel with one (1) iteration per quarter. 6.1.1 Advanced Weapons / Tactics Training a.Advanced Weapons Training. This will be conducted for pistol and rifle marksmanship in accordance with FM 3-22.9, Chapter 7, and Tactics, Techniques, and Procedures (TTPs) from the OIF/OEF theatres of operation. The contractor will at a minimum be able to provide the following training with additional training discussed upon development of the Plan of Instruction (POI). The Advanced weapons training will occur over the course of a six (6) day training period. (1) M-9 Pistol and M-4 Carbine safety and basic operations (2) M-9 and M-4 weapons qualification (3) Firing positions/volume of fire/Aim points/ Iron sights/Scopes (4) Draw from holster/ Rapid magazine change/controlled pair (M9) (5) Rapid Semi-Automatic Fire/Quick Fire/Reflexive Fire (stationary/moving)/ Rapid magazine change/SRM qualification (6) Transitional fire/Firing around and over barricades/night fire. (7) Evacuate disabled vehicle under fire (8) Shooting and moving (9) Basic Fire and Movement 6.1.2 Advanced Medical Training a. Advanced Medical training. This will cover all requirements and provide certification as a Combat Life Saver as outlined in AR 350-1, paragraph 4-12, DA Pam 350-59, and IS0871/IS0872/IS0873 edition A. It will also include live tissue training to prepare Soldiers for potential real life injuries experienced in a combat zone. The contractor will at a minimum be able to provide the following training with additional training discussed during development of a POI. The Advanced medical training will occur over the course of a five (5) day training period. Instructors shall have recent or current experience as certified National Registry of Emergency Medical Technicians (NREMT) - Paramedics, Air Force Para-rescue men, Army 18D Special Operations Medical Sergeant, US Navy Corpsmen NEC 8403/8494/8425 or other trauma certified medical professionals (i.e. foreign military) of the same certification level or greater. They must be skilled in the care and handling of live tissue patient models and knowledgeable in the anatomical differences and similarities to the human model. They must possess full understanding of tactical military operations, be fully trained in the theory and application of Military appropriate volume expanding and blood clotting agents, be fully trained and knowledgeable in the latest emergency medical devices for both military and civilian Pre-Hospital Trauma Life Support (PHTLS/TCCC) applications. Contractor shall have all land permits and insurance coverage to support the legal conduct of this training at their facility or military reserve/training range; all local, state, and federal permits pertaining to live tissue training; adhere to all applicable regulations for disposal of animals, animal products, and other medical waste; ensure all participants adhere to all local, state and federal regulations. (1)IV training/self aid/buddy aid (2)Evaluate casualty/triage/tourniquets/splints (3)Transport a casualty/9-line MEDEVAC (4)Live tissue training/evaluate and evacuate under fire 6.1.3 Drivers Training a. Drivers training. This will cover driving in civilian vehicles on improved and unimproved surfaces, designed to enable personnel to identify, avoid, evade, and recover from threats and obstacles. The contractor will at a minimum be able to provide the following training with additional training discussed during development of a POI. The drivers training will occur over the course of a three (3) day training period. (1)Driving theory/vehicle control/fundamentals of vehicle operation/vehicle systems operations and limitations (2)Advanced vehicle control/braking/advanced braking/serpentine/Y-Turns/ J-Turns (3)Skid control/off-road recovery/obstacle avoidance (4)Evasive driving techniques/react to attack/vehicle recovery/barricade breaching 6.1.4 Training Culmination Exercise a.The contractor will provide a training exercise which covers all the training taught as part of the training package that last for one (1) day and serves as a validation of training exercise. 6.2 TRAINING PACKAGE 2 Training Package 2 consists of advanced weapons training and advanced medical training. This package will be required for two (2) iterations of 22 personnel each that will deploy to a combat zone in support of military operations. Iterations will be nine (9) months apart. 6.2.1 Advanced Weapons Training a.Advanced Weapons Training. This will be conducted for pistol and rifle marksmanship in accordance with FM 3-22.9, Chapter 7, and Tactics, Techniques, and Procedures (TTPs) from the OIF/OEF theatres of operation. The contractor will at a minimum be able to provide the following training with additional training discussed upon development of a POI. The Advanced weapons training will occur over the course a six (6) day training period. Advanced Medical training. This will cover all requirements and provide certification as a Combat Life Saver as outlined in AR 350-, paragraph 4-12, DA Pam 350-59, and IS0871/IS0872/IS0873 edition A. It will also include live tissue training to prepare Soldiers for potential real life injuries experienced in a combat zone. The contractor will provide a training exercise which covers all the training taught as part of the training package that last for one (1) day and serves as a validation of training exercise. 6.3 TRAINING PACKAGE 3 Training package 3 consists of only drivers training. This package will be required for two (2) iterations of 7 personnel each that will deploy. Iterations will be six (6) months apart. 6.3.1 Drivers Training a. Drivers training. This will cover driving in civilian vehicles on improved and unimproved surfaces, designed to enable personnel to identify, avoid, evade, and recover from threats and obstacles. The contractor will at a minimum be able to provide the following training with additional training discussed during development of a POI. The contractor will use high center of gravity, manual transmission SUVs (i.e. Toyota land cruisers, 4runners, land rovers, etc) as the primary vehicle type for drivers training. The drivers training will occur over the course of a three (3) day training period. (1)Driving theory/vehicle control/fundamentals of vehicle operation/vehicle systems operations and limitations (2)Advanced vehicle control/braking/advanced braking/serpentine/Y-Turns/ J-Turns (3)Skid control/off-road recovery/obstacle avoidance (4)Evasive driving techniques/react to attack/vehicle recovery/barricade breaching 6.4 REFRESHER TRAINING a.The refresher training consists of advanced weapons training, advanced medical training, and drivers training. This training package will be a condensed version of training package 1 and will be required for two (2) iterations of ten (10) personnel each and will be conducted over an eight (8) day period. 6.4.1 Advanced Weapons Training a.Advanced Weapons Training. This will be conducted for pistol and rifle marksmanship in accordance with FM 3-22.9, Chapter 7, and Tactics, Techniques, and Procedures (TTPs) from the OIF/OEF theatres of operation. The contractor will at a minimum be able to provide the following training with additional training discussed upon development of a POI. The Advanced weapons training will occur over the course a three (3) day training period. This will cover all requirements and provide certification as a Combat Life Saver as outlined in AR 350-1, paragraph 4-12, DA Pam 350-59, and IS0871/IS0872/IS0873 edition A. It will also include live tissue training to prepare Soldiers for potential real life injuries experienced in a combat zone. The contractor will at a minimum be able to provide the following training with additional training discussed during development of a POI. The Advanced medical training will occur over the course of a three (3) day training period. The contractor will provide a training exercise which covers all the training taught as part of the training package that last for one (1) day and serves as a validation of training exercise. 6.5 POI Development and Adjustment The contractor will present a POI to the 704th MI Bde for the advanced weapons training that meets at a minimum the requirements outlined in paragraphs 6.1.1, 6.2.1, and 6.4.1 of this document. The contractors will refine the POI presented based upon input from the 704th MI Bde and come to an agreement on it with the 704th MI Bde prior to the first iteration of training. The contractor will take training critiques from the participants and the input of the 704th MI Bde at the conclusion of the first iteration and will work with the 704th MI Bde to make minor adjustments to better meet the needs of the personnel being trained with no change in cost to the contract prior to the start of the second iteration and will repeat this process for each iteration for the duration of the initial contract and any subsequent contract renewal with the 704th MI Bde. 6.6 Contractor Provided Requirements The contractor will be required to provide as part of the contract the following for training. (1) Ranges that can support all aspects of training outlined in paragraphs 6.1.1, 6.1.4, 6.2.1, 6.2.3, 6.4.1 and 6.4.4 (2) Beretta M-9 or 92FS Pistols for each participant in advanced weapons training. (3) Flat Top Lewis Machine and Tool 16 Defender or Colt 16 Carbine rifles with Picatinny rail fore ends, single point slings, iron sights, and an Aimpoint Comp M4 for each participant in advanced weapons training. (4) IR Illumination and aiming devices for each participant in advanced weapons training. (5) All ammunition (ball, blank, tracer and pyrotechnics required for training. (6) Vehicles for training (7) All medical supplies associated with the medical training (6) High center of gravity, manual transmission SUVs (i.e. Toyota 4Runners, Land cruisers, Land rovers, etc) as the primary training vehicle for drivers training package 3 and low profile automatic transmission vehicle for training packages 1 and 4(Refresher Training). Small unit tactics that include vehicle bail-out drills and small unit fire and movement techniques. (7) All training areas must be 400 miles or less from Fort George G. Meade, MD. (8) Instructors for the tactical portion of training must possess, at minimum, a TS/SCI clearance in order to specifically address the mission specific needs of the 704th BDE. (9) Contractor must be able to articulate all tactical training points as they pertain to technical operations and the 704th mission. At a minimum, instructors shall be certified platform instructors either through the military formal schools training programs or through private/civilian training. Instructors resume must have certificates from their formal school available to view upon request. Experience instructing at the at a military institution or other similar schoolhouse entities and prior experience training advisor teams will be most favorably evaluated. (10) Instructors must have combat experience conducting operations in support of Combat Arms, Special Operations, National Level Intelligence Agencies, OEF, or OIF deployments. (11) Night Vision Devices (PVS-7B or PVS-14) for each participant in advanced weapons training, advanced medical training, and drivers training. (12) Submit After Action Reports after each iteration of training not later than 5 business day after completion on training. Provide A list of attendees successfully completing the class shall be provided to the 704th MI POC within 15 days after the end of each class, as well as, completed student course critiques. 7.0 LOCATION OF TRAINING: 7.1 Performance will be at CONUS locations not to exceed 400 miles from Ft George G. Meade military installation. 8.0 ACCOUNTING FOR CONTRACTOR SUPPORT: 8.1 The Office of the Assistant Secretary of the Army (Manpower & Reserve Affairs) operates and maintains a secure Army data collection site where the contractor will report ALL contractor manpower (including subcontractor manpower) required for performance of this task order. The contractor is required to completely fill in all the information in the format using the following web address: Https:///contractormanpower.army.pentagon.mil. The required information includes: (1) Contracting Office, Contracting Officer, Contracting Officers Technical Representative; (2) Contract number, including task and delivery order number; (3) Beginning and ending dates covered by reporting period; (4) Contractor name, address, phone number, e-mail address, identity of contractor employee entering data; (5) Estimated direct labor hours (including subcontractors); (6) Estimated direct labor dollars paid for the reporting period (including subcontractors); (7) Total payments (including subcontractors); (8) Predominant Federal Service Code (FSC) reflecting services provided by contractor (and separate predominant FSC code for each subcontractor if different); (9) Estimated data collection cost; (10) Organizational title associated with the Unit Identification Code (UIC) for the Army Requiring Activity (the Army Requiring Activity is responsible for providing the contractor with its UIC for the purposes of reporting this information); (11) Locations where contractor and subcontractors perform the work (specified by zip code in the United States and nearest city, country, when in an overseas location, using standardized nomenclature provided on website) (12) Presence of deployment or contingency contractor language; and (13) Number of contractor and subcontractor employees deployed in theater for the reporting period (by country). As part of its submission, the contractor will also provide the estimated total cost (if any) incurred to comply with this reporting requirement. Reporting period will be the period of performance not to exceed 12 months ending September 30 of each government fiscal year and must be reported by 31 October of each calendar year. Contractors may use a direct XML data transfer to the database server or fill in the fields on the website. The XML direct transfer is a format for transferring files from a contractors systems to the secure web site without the need for separate data entries for each required data element at the web site. The specific formats for the XML direct transfer may be downloaded from the web site. 9.0 CONTRACTING OFFICER REPRESENTATIVE (COR): 9.1 The government will evaluate the contractors performance each time service is performed by appointed personnel, known as Contracting Officer Representatives (COR), to monitor performance to ensure services are received and performed in a satisfactory manner. The COR will evaluate the contractors performance in accordance with the Performance Requirements Summary (PRS) to ensure acceptable quality levels (AQL) of the performance standard are met. 10.0 CURRICULUM DEVELOPER.: 10.1 The contractor is responsible for coordinating with the 704th MI Brigade Training & Operations section (S3) or governments designated Curriculum Developer to obtain necessary curriculum materials for the courses of instruction within five days after contract award to synchronize and coordinate final details prior to execution of this requirement. 11.0 PERFORMANCE OBJECTIVES/METRICS: 12.1 This performance-based service contract incorporates the following performance objectives: (1) Delivery of high quality technical performance; (2) Adherence to contract schedule, milestone, and delivery requirements; and (3) Efficient and effective control of labor resources. It is the contractors responsibility to employ the necessary resources to ensure accomplishment of these objectives. The Governments assessment of the contractors performance in achieving these objectives will utilize the standards, acceptable quality levels, surveillance methods, and performance incentives described in the Performance Requirements Summary matrix set forth in Appendix A. The performance incentives will be implemented via the Governments past performance assessment conducted in accordance with Part 42 of the Federal Acquisition Regulation (FAR), as applicable. 11.2. The performance objectives, standards, and acceptable quality levels shall be applied on a training iteration basis with performance incentives to be implemented on an annual basis. The Government will conduct informal interim coordination meetings with the contractors Program/Contracts Manager to identify any non-performance issues that is not meeting the acceptable quality levels. These sessions may be conducted at least on a quarterly basis or as needed basis in order to provide the contractor a fair opportunity to improve its performance level. 11.3. The contractor will be notified, in writing, of the Governments determination of its performance level for each performance objective including all instances where the contractor failed to meet the acceptable quality level. 13. ADDITIONAL REQUIREMENTS: 13.1 CONTRACTOR WILL NOT DISCLOSE CONTRACT DETAILS TO THIRD PARTIES OR USE AWARD OF THIS CONTRACT AS ENDORSEMENT OR ADVERTISEMENT IN PART OR WHOLE WITHOUT THE EXPRESS AUTHORIZATION OF THE PUBLIC AFFAIRS OFFICER OF NSWG-4. THE CONTRACTOR WILL NOTIFY THE CONTRACTING OFFICER IMMEDIATELY IF THIRD PARTY INQUIRIES ARE MADE.
