Description
THIS IS A SOURCES SOUGHT NOTICE REPRESENTING A MARKET SURVEY AND IS NOT A REQUEST FOR PROPOSALS OR INVITATION FOR BIDS The National Institutes of Health (NIH) is conducting a MARKET SURVEY to determine the availability of Small Businesses, including, HUBZone, Service-Disabled Veteran-Owned, 8(a), and Women-Owned small business concerns capable of providing Facility Decommissioning located at the National Institutes of Health and its supporting facilities in a manner that will ensure continuous and safe operation of the equipment. The NAICS codes are 562910 (size standard in dollars is 14 million). Contractors shall indicate if they are a large or small business (if small, please indicate any applicable socioeconomic status). DESCRIPTION OF THE REQUIREMENT: The Contractor shall provide services to assist the Division of Environmental Protection (DEP) / Office of Research Facilities Development (ORF) at the National Institutes of Health (NIH) for the purpose of Decommissioning, Facility Assessment and Characterization, training, oversight and other services. NOTE: All Contractors are required to have state and federal licenses to perform work. Decommissioning • Potentially hazardous materials may be present in the infrastructure of laboratory buildings, support facilities and surrounding areas. Sources • Intrinsic hazardous materials in facility infrastructure (Intrinsic components) • Hazardous substances arising from facility operations (Contaminants) • Materials of concern Hazardous chemicals Radioactive materials Physical hazards e.g., pressurized systems, sharp objects Other materials, e.g., asbestos, animal dander, mold growth and spores • Demolition activities may increase the potential for personnel exposure (both during demolition/renovation and future users), uncontrolled releases, inappropriate disposal of contaminated construction debris and both short and long term liability. • Contractor shall have the most current available guidance and specifications for decontamination. • Site assessment requirements for demolition of research laboratories and vivaria in NIH Design Policy and Guidelines. • NIH Controlled Material Specification. • Various specifications for assessment and removal of certain specific hazardous materials e.g., asbestos, lead paint, perchloric acid hoods. • Division of Environmental Protection (DEP) guidance documents on minimization and management of wastes. • Division of Radiation Safety (DRS) decontamination guidance and clearance procedures for users of radioactive materials. • Division of Occupational Health and Safety (DOHS) decontamination guidance for biohazardous and chemical agents, and laboratory clearance procedures. • No general protocol or consolidated guidance for facility decommissioning projects has been available prior to this document. Facility Assessment and Characterization The Contractor shall evaluate potential contaminants. • Conduct monitoring, sampling and analysis to determine if contaminants are present. • Levels are above or below levels requiring decontamination. • Extent of contamination. Procedures • Prepare Sampling and Analysis Plan • Prepare report findings and recommendations: Documentation Contractor shall assist with documentation of the Facility Assessment, Characterization and Remediation process. A full and complete knowledge of the process is essential for this service. Other Services Other services in the general area and expertise of the contractor are included in this scope to be implemented as the needs arise. These services can fall in the general area of the Facility Assessment, Characterization and Remediation process but are to be more narrowly defined by individual task. The Contractor shall have certification and basic knowledge of chemistry as evidenced by academic training; Required certifications or worker and supervisor training with hazardous wastes; Knowledge of sources of contaminants to include but not limited to: Mercury, Asbestos, Lead paint, Petroleum products Silver, Perchorates, Azides and Picrates, PCB's, Cadmium Lead, Ozone depleting substances; Demonstrate experience in hazardous waste minimization and techniques; Explanation of means of detection for the contaminants listed above with emphasis on fast verifiable field techniques.(for all applicable contaminants). POTENTIAL SOURCES SHALL PROVIDE THE FOLLOWING INFORMATION IN THEIR RESPONSE: 1) Company name, address, phone number, primary contact(s), e-mail address, NAICS code(s), business size (i.e., small/large) and DUNS Number. 2) Provide a Statement of Capability that demonstrates the offeror's past performance in Facility Decommissioning. 3) Submit Capability Statements by 12:00PM, Wednesday, April 22, 2010 to: National Institutes of Health, Office of Acquisition, Office of Research Facilities, ATTN: Anazette Andrews, Contracting Officer, Building 13 Room 2E48, 9000 Rockville Pike, Bethesda, MD 20892. Questions shall be received via email only at Andrewsa3@mail.nih.gov. Capability statements should not exceed twenty (25) pages inclusive of the cover sheet. This is not a request for proposal, and no awards will result from this notice.
