- Description
- The Social Security Administration (SSA) plans to issue a competitive HUBZone solicitation for the acquisition of Sign Language and/or other recognized modes of interpreting and CART services for deaf, hard-of-hearing, and/or deaf-blind employees and/or SSA employment applicants. The services will be performed at SSA Headquarters complex in Woodlawn, MD, and at other locations in the greater Baltimore/Washington D.C. area. Additionally, services may be required at other SSA locations nationwide including any of the 6 Payment Centers or 10 Regional Offices (see SSA's website www.ssa.gov/org ). All interpreters must be certified by a recognized certifying organization such as the Registry of Interpreters for the Deaf (RID) or the National Association for the Deaf (NAD). The contractor and contractor's employees shall abide by all state and local laws, in regard to certification and licensure of all interpreters. A qualified interpreter shall have a minimum of four (4) years paid professional experience within the last six (6) years. The proposed contract is for a base period of 12 months with four 12-month options. This requirement is being conducted under FAR part 12, Commercial Items. This requirement is being set aside 100% for Small Business Administration (SBA) qualified Historically Underutilized Business Zone (HUBZone) small business concerns (SBC). In order to be eligible for contract award, the offeror must be a qualified HUBZone meaning they are certified by the SBA as qualified for federal contracting assistance under the HUBZone program and should appear on the list of certified HUBZones found at www.sba.gov/hubzone. Pursuant to Code of Federal Regulations, Title 13, § 126.601(b), a firm must be a qualified HUBZone SBC both at the time of its initial offer and at the time of award in order to be eligible for a HUBZone contract. The applicable North American Industry Classification Code (NAICS) and size standard are 541930 and $7 million. The solicitation will be available on FedBizOpps on or around April 30, 2010.
