Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. Solicitation number R10PS43015 is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-40. This is a total small business set-aside under NAICS 541330 with an associated small business size standard of $4.5M. SCOPE OF WORK FOR REQUISITION : A Pecos River RiverWare? model will be developed and updated for Reclamation use, including rules reflecting policy and legal requirements, and methods, to meet the needs for future operations decisions and water accounting. Contractor will coordinate with other Reclamation contractors as necessary to ensure automated data retrieval and storage options for modeling are functional and robust. Contractor will work with Reclamation personnel to transfer the technology to Reclamation and provide support and training for the term of the contract. All work shall be coordinated with the interagency Pecos River Hydrology Work Group. Pecos Hydrology Work Group Meetings shall be attended to provide updates on completed work and to coordinate tasks with the Work Group. Meeting notes shall be prepared for Reclamation to document this coordination and provide a summary of the entire discussion from each meeting. Submittals from other Work Group members must also be reviewed as part of this task. QUALIFICATIONS The contractor must possess skills with problem solving, conceptual and analytical thinking and mathematical and computer programming. The contractor must have past experience modeling large, surface water river systems and complex operational policies that requires the use of water accounting and have experience with systems that have high potential for intermittent flow conditions. Knowledge and experience working with the Rio Grande and Pecos River in New Mexico is required and must include experience working with the interstate Compacts, Endangered Species Act (ESA) issues in New Mexico, and all aspects of the physical systems on the Rio Grande and Pecos River including all water users and all key physical processes. The contractor must have past experience working with all aspects of the RiverWare? software-programming environment, including rule policy language (RPL), accounting, and the data management interface (DMI). The contractor must also have experience working with the Corps DSS database files, and be knowledgeable regarding HDB data connections and storage. OTHER REQUIREMENTS Communication will be maintained with the COTR verbally and by e-mail, memos, and monthly invoices regarding completed tasks and the budget balance as tasks are completed. Interested parties should provide Qualifications and a Budget for the Statement of Work. The completion date for this service is 12 months following award of the contract, with the possibility of a 12 month extension, depending on Reclamation's availability to participate substantially in the contract activities, and /or the availability of additional funds which may be determined to be required to provide the deliverables. DELIVERABLES A working Pecos accounting model, internally documented using RiverWare? external document linking functionality, and a user manual. The provision at 52.212-1, Instructions to Offerors-Commercial applies to this acquisition. By the provision at 52.212-2, Evaluation-Commercial Items, technical capability of equipment and labor to meet the described government need, and price will be evaluated equally. It is advised that a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items be submitted along with the offer; the provision may also be completed online by accessing http://orca.bpn.gov. The clause at 52.212-4, Contract Terms and Conditions-Commercial Items applies. No addenda are enclosed. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition.
