- Description
- The Center for Disease Control and Prevention (CDC), National Center for Environmental Health (NCEH), Division of Laboratory Science, intends to award a sole source contract to Beckman-Coulter, Inc., 250 South Kraemer Blvd, Brea, CA 92821-6232 for the Maintenance of the Beckman-Coulter Instruments. The statutory authority for this sole source acquisition is 10 U.S.C 2304(c)(1) in accordance with FAR Part 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this procurement is 334516, Analytical Laboratory Instrument Manufacturing. The period of performance for this procurement is a 12 month base period and four 12 month options. The purpose of this procurement is for Beckman-Coulter to provide annual preventative maintenance service as well as emergency on-site support in the event the instruments fail to work properly. The liquid handling robotic instruments require extensive programming often requiring the help of either online support or telephone support to determine the best way to achieve the desired laboratory method. Beckman-Coulter is the only responsible source capable of meeting all of the Government's requirement because they are the original equipment manufacture of the instruments and they are the only company capable of maintaining the systems. Beckman-Coulter provides service manuals to their engineers only containing service procedures applicable to the equipment they are trained on. These engineers also receive schematics and wiring diagrams pertinent to the instruments. The Beckman-Coulter trained engineers periodically receive service information and updates often consisting of compilation of recent problems and suggested methods of correction. These service information reports are only distributed to the personnel trained and actively employed by Beckman-Coulter. As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps. We will issue only one solicitation to the Beckman-Coulter. However, all responsible sources that believe they can meet these requirements may submit their capabilities/qualifications to provide the services to Richard Jenkins via email ONLY at RJenkins@cdc.gov with the solicitation number 2010-N-12094 referenced in the subject line NO LATER THAN April 23, 2010. A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
