Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number N68836-10-T-0155 is issued as a request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through the lastest edition of the Federal Acquisition Circular. This solicitation is issued on an Total Small Business Set-A-Side basis (see Numbered Note 1), NAICS Code 336611; NSA New Orleans requires repairs of four (4) 15 Meter Utility Boats (see attached Statement of Work) STATEMENT OF WORK FOR REPAIR OF 15 METER UTILITY BOATS FOR NSA NEW ORLEANS LA REQUIREMENTS:1. Contractor's facility must be within 20 miles of NSA New Orleans.2. NSA New Orleans boathouse personnel will have to drive boat by water to and from contractor facility due to lack of crane capabilities on the NSA pier.3. Contractor must have the lift capability to remove boats from water. Hoist weight is 24,000 lbs. PERIOD OF PERFORMANCE:1. All work on the four boats is to be completed within 90 days of contract award. Boats are moored at the boathouse on the Mississippi River. Potential bidders must contact one of the above people to schedule a day and time for an on-site if they require a walk through to view the boats before providing a quote. CENTRAL CONTRACTOR REGISTRATION:Any contractor who wishes to be considered for award must be registered in the Central Contractor Database http://www.ccr.gov This work pertains to NSA #1, #3, and #415 Meter Utility boats:#1 - Hull Number 15MUB9106#3 - Hull Number 15MUB9701#4 - Hull Number 15MUB9708 1. Decommission and Commission. Remove all hardware from vessel to facilitate work.Re-install all hardware with fasteners and bedding compound.2. Fiberglass: Sanding, priming, and painting.A. Above Rub-Rail: Fill up where chipping and gapping occurred.B. Rub-Rail: Tape up all non-painted surfaces. Prime all surfaces with MIL-P2441, sand primer and apply two coats of Sherwin Williams Marine Macropoxy 646 Epoxy and topcoat with SherwinWilliams Sherthane (Urethane) Federal Standard 595B color 26270 (gray).C. Below waterline: Sand, prime, and paint. Paint to be sand to a sound structural surface. Surface to be washed and two coats of black marine antifouling applied.D. Freeboard (above waterline and below rub-rail): Commercial grade repair, prime, and paint to include repairs to the front of boat (from V) utilizing Sherwin Williams Marine Macropoxy 646 Epoxy and topcoat with Sherwin Williams Sherthane (Urethane) Federal Standard 595B color 26270 (gray).3. Fender system repair. Repair all damage to continuous fender in accordance with boat information Book Section 2 5-7 through 5-7 2d. Fender to be recoated. Eight 6-foot 12 gauge stainless plates (sized to fit rub rail). Chafe guards to be mechanically fashioned with stainless steel lag bolts.4. Boat Lettering and designation: Replace original Boat Name lettering on port and starboard bow with identical 8" vinyl lettering with shadowing. Replace original boat lettering on the stern of vessel with identical vinyl lettering (no shadowing) sized same as existing lettering. This work pertains to NSA #215 Meter Utility boat#2 - Hull Number 15MUB97071. Decommission and commission. Remove all hardware from vessels to facilitate work.
