- RECOVERY: The USDA Forest Service, San Bernardino National Forest (hereafter "the Government," "the Forest Service," "the San Bernardino National Forest," or "SBNF"), announces an opportunity for Roof Repair and Replacement on several buildings located in three Ranger Districts (San Jacinto, Mountain Top and Front Country) of the San Bernardino NF. This project is funded in whole with 2009 American Recovery and Reinvestment Act (ARRA) funds. This acquisition is being advertised as FULL AND OPEN COMPETITION and any resultant firm-fixed price contract award will be issued pursuant to FAR Part 19, Subpart 19.10, Small Business Competitiveness Demonstration Program and FAR Part 14 Sealed Bidding procedures. In accordance with FAR Part 36.204(e), the estimated magnitude of construction is between $500,000 and $1,000,000. Contract period of performance time is 60 calendar days for San Jacinto, 150 calendar days for Mountain Top and 120 calendar days for Front Country, after the notice to proceed. Contract time will run concurrently, if award of more than one item is made to a single vendor. The applicable North American Industry Classification System (NAICS) Code is 238160. The Small Business Administration size standard is $14 million. Contractors are required to be actively registered with the Central Contractor Registration (CCR) system and the Online Representations and Certifications Application (ORCA). THIS IS NOT AN INVITATION FOR BID AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. No reimbursement will be made for any costs associated with providing information in response to this synopsis, the pending solicitation or any follow up information requests. The Invitation for Bid (IFB) will be posted to the FedBizOpps website on or about April 26, 2010. No hard copies of the solicitation, supporting documents and applicable amendments, if any will be provided. To receive the entire solicitation package and any applicable amendments, prospective offerors must download them from the FedBizOpps website.
