- NASA/JSC/WSTF plans to issue an RFP to procure test, evaluation and facilityoperation support services at WSTF (White Sands Test Facility) as a partial follow-on tothe TEC (Test and Evaluation Contract) and FOSC (Facility Operations Support Contract)which end April 30, 2011. Typical work under the Test Evaluation and Support Team (TEST)Contract includes but is not limited to the following: Propulsion subsystem and system testingPropellants and aerospace fluids materials and components TestingRemote Hazardous TestingHypervelocity Impact TestingFlight Hardware Processing Technical Services Training Quality Test and Institutional Safety and Health Facility MaintenanceCommunication SystemsConstruction ManagementNASA/JSC/WSTF intends to issue an Award Fee Indefinite Delivery, Indefinite Quantity(IDIQ) contract with cost reimbursable and fixed-price task orders. The period ofperformance will include a 3-year base period and two 1-year option periods for a total5-year contract period. The Government does not intend to acquire a commercial item using FAR Part 12. See Note26. This procurement is a full and open competition. The NAICS Code and Size Standard are 541712 and 500 employees, respectively. All responsible sources may submit an offer which shall be considered by the agency.The anticipated release date of the draft Request for Proposal (DRFP) is on or about May2010. The Government anticipates conducting a pre-proposal conference on or about June2010. This will allow industry to ask questions specific to the DRFP. Industry will thenbe requested to submit questions in writing so that the Government may officiallyrespond. The anticipated release date of the final Request for Proposal is on or aboutAugust 2010, with an anticipated proposal due date on or about September 2010.An ombudsman has been appointed -- See NASA Specific Note 'B'.PROSPECTIVE OFFERORS SHALL NOTIFY THE CONTRACTING OFFICER OF THEIR INTENT TO SUBMIT ANOFFER.It is the offeror's responsibility to monitor the Internet site for the release of thesolicitation and amendments (if any).
