Description
ERDC Contracting Office intends to solicit on a sole source basis under the authority of FAR 13.5 to Biological Monitoring, Inc., 1800 Kraft Dr Suite 101, Blacksburg, VA 24060-6370. This procurement is being conducted under Simplified Acquisition Procedures (SAP) - only one responsible source and no other supplies or services will satisfy agency requirements. Biological Monitoring is the only known source capable of meeting the Government's requirements due to the unique capability to provide support and service for this product. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later 11:00 am CST on 14 April 2010. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this note. No RFP will be issued based upon the Notice of Intent. Interested parties may submit any information for consideration by the Government to melissa.a.keen@usace.army.mil with the solicitation number referenced in the subject line. Requirements are as follows: A device that monitors and detects changes in fish ventilatory behavior. This method is necessary for estimating chemical impacts on a federally listed species of fish, as it provides a sensitive and reversible endpoint, resulting in a conservative estimate of risk to this vulnerable species. The required salient characteristics and minimum specifications are: "Real-time monitoring and rapid detection of impacts at sublethal levels "Biological sensors to provide early warning to trigger need for investigation "Does not require special technical skills "Remote communications and viewing of activity "Automated fish feeders to minimize maintenance requirements "Integrates with physicochemical monitors to assist in analysis "Automated water sampling when an impact is detected "Rugged construction and portability of system-requiring only shelter, water supply line, drain and AC power "Can be employed, monitored maintained by non-skilled technicians.
